“When you have eliminated the impossible, whatever remains, however improbable, must be the truth.” You have a knack for uncovering (via the Declaration mechanics) the bizarre, macabre, and unlikely.

You do not suffer penalties when your Declarations stretch probability so long as they come with sufficiently strange details the Storyteller can use to complicate and embellish future drama.
