While visiting the Emergency Room facilities of Sutter Memorial Hospital, Thao Ngoc had a chance encounter with August Kordecki, an agent for the Department of Homeland Security. Augustus was investigating the disappearance of a body recently arrived at Sutter Memorial when Thao came under the suspicion of the federal agent. He dismantled Thao's sense of security and safety while examining the fake driver's license Thao acquired in Houston before coming to Sacramento. August then suggested that they find a more quiet place to discuss Thao's "situation" and the demoralized doctor agrees.

After finding a secluded spot in the hospital's lobby, August brokered a deal with Thao: meet a contact of his named "Rifle-Breaker" at a secluded location and report back to Kordecki with relevant information and he would return Thao's license, never to bother him again.

With very little alternative, Thao accepted Kordecki's deal and left that same day to meet "Rifle-Breaker" in a remote wooded location. ^[1]
