The Justicars were a small pack, founded by Julia Grey the gypsy in Canon City colorado. She recruited Tony Wilowsark, former police officer, Tracy, local video game girl, and Randall Richardson, a biotechnologist. They had been led to Canon city by their respective caretakers after their first changes, and there they formed a pack dedicated to the spirit of justice. They tracked down and found a spirit of Justice, named Ever Watchful Judge, who sealed them into a proper pack.

They watched over a small territory , right between two larger packs, and on the border of town near where predator kings supposedly lived. There they struggled with the problems of all young packs. They tried to make their territory better, focusing on a private detective firm that Tony and Julia ran, with financial support from Randall and leads from Tracy. They ran into a bit of a problem with a local WoundBorne Magath that feasted on the deaths of people from horrific accidents. They eventually tracked it down and slew it, but not before it killed over a dozen people.

In tracking down the magath, they discovered that the wound was located in pack to the north's territory. In investigating, they ran afoul of the beta of the pack, who made Tony a deal. One favor, and she wouldn't say anything about them crossing territory. A few weeks later Tony got a call from that Beta, who told him the favor. "You are going to marry my sister, and make her happy, and care for her." A short shotgun wedding later, and Tony was happily (if confused) married.

Later they found out what was really going on. The alpha of their nothern neighborly pack was a bale hound, and was screwing with the Pack, driving them further and further into madness. The beta saw something was up, and wanted her sister out of it. After they killed the alpha they took over the territory, and struggled to contain the Wounds left by the bale hound's mess.

Even with all their experience, they ended up proving insufficient to the task. They could contain the problems, but weren't able to reduce the wounds. They put out a call for the lodge of Harmony to come and fix the Multitude of wounds. Leaving their failure behind, they moved to sacramento in the spring of 2009 to heed Flame of Man's call. There they offered guidance and harsh lessons to many of the even as they fought to keep the Predator Kings of the western industrial lands beaten back. They picked up new members to bolster their strength.

When Tony's wife's pregnancy was nearing term, he needed a hospital where there wouldn't be any spiritual interference. He contacted Gwen Barty a nurse and Beta of The Sworn pack, calling in a longstanding favor to ensure that his wife's delivery would go ok. After some hijinks from a ridden EMT and doctor, Vincent Bailey getting arrested, and Mateo Benavides pretending to be Tony; Tony was finally able to great his firstborn child.

When the assault in 2013 came it caught the Justicars at their worst moment. They were physically in different locations, and both Tracy and Randall died in the initial assault. Tony and Julia escaped with Tony's family into the formerly predator king lands, where they continued their assault in their rage and grief. They lasted for several months before getting caught. Julia managed to escape, but Tony and his family were captured.

Now Julia, who founded the pack, is back to her Roma roots. She has no home, her friends are few, and her family must be rescued.
