A meeting held by Ciara Maskelyne at the Avalon in the middle of September 2010[1]
This meeting is held to gather together both new and old Carthian Movement members in the domain to decide the future and direction of the Carthian Movement and to name a new Prefect.
Happenings
The meeting is called to order by Ciara Maskelyne and she starts with a thank you to Lenny Pope for winning the Venery and restoring the Carthian Movement within Sacramento.
- Good evening everyone, I would like to thank you all for coming. For those I have not met, I am Ciara Maskelyne; Keeper of Elysium. I am pleased to see so many fellow Carthians have come to Sacramento since the last time we were able to gather. With the current reinstatement of the Movement, there is much that needs to be done if we are going to become relevant in city politics once again. But first I think we should all congratulate and thank Mr Pope for his success in the recent Venery.

The group moves on to discuss how they can restore the Carthian Movement to promise in the Domain. Lenny Pope recommends that the movement establish both leadership and a public face for the Movement. In that he recommends that Ciara Maskelyne take the position of Prefect.
As with previous Carthian meetings rather then dealing with immediate issues members of the movement decide to disucss there personal goals, much to the chagrin of both Ciara Maskelyne and Lenny Pope.
- As if to mock him, this phoenix Covenenant risen from the ashes of Bennett's Folly began the exact same way as the one before it. They would endelessly debate agendas, setting aside any form of leadership who could guide and prioritize those goals. They would hide behind the excuse of not knowing one another, as if another twenty minutes of each person bragging and lying would somehow bridge the gap from strangers to qualified candidates. They would prattle about solidarity while eying one another suspiciously and jockeying for their personal goals and agendas. They would accuse one another of title-grabbing just to appear as if they weren't, themselves. They would waste the opportunity for quick, decisive action while the Invictus reeled and the esoteric Covenants were still beating their wings dry.

- "We can set here all night and debate back and forth who wants to be Prefect or who deserves to be in charge until the sun comes up. The one failing our Covenant has is it talks too much. Debate is fine if it's something like political theory; but it doesn't do a damned bit of good to argue the best way to bail water when the ship is sinking."

Ciara Maskelyne brings the meeting back to focus by making recommendations as to how to bring the covenant back to prominence.
- "I propose we do what we can politically to push the homeless out of the city, leaving the grunt work to the Kine; get the the performing center up and running as soon as possible, and shop out our influence with the humans. Everyone pick at least one area to focus on: drugs, clubs, weapons, media; it doesn't matter. If we use our talents to the fullest, the others will soon realize that if they want to get anything done in the city, they well have to come to one of the Carthians to do it..."

After coming up with some short term and long term plans the group goes back to the original issue of who is Prefect. And as many saw coming, Ciara Maskelyne is elected Prefect.
