- | Sacramento presents unprecedented opportunities to not only observe but to enact Change in our Requiems. To that end, the Academy of Sacramento requires a flexibility that is normally unheard of in other Academies. Sacramento, in the early 19th century, was the center of the Gold Rush; a time that promised material wealth and riches beyond imagining. Tonight, we find ourselves in a Gold Rush of a different, more salient sort: a rush of Ideas. To this end, the Academy is establishing a Rite that, once ratified, will form the basis of our way forward.

- | So long as it remains within the realm of propriety, we acknowledge the validity of any idea, no matter the providence, school of methodology, or transcendental camp.

- | At the foundation of our Rite, is the Philadelphian Rite in that we will not deny our existence to the greater whole. Indeed, our esteemed Order has had a long history with the Domain of Sacramento to the point where it serves us little use to deny our existence now. After all, the Grand Dragon Conclave in London forming the Wallachian Rite in the late 18th century did not foresee the Change Dracula would create in the Order. This is not to say that there is no wisdom held within the Wallachian Rite. In fact, we know the words with the '''Rites of the Dragon''' to be fact and adhere to its tenets. Further we will seek to occlude the inner-workings of our Order from outsiders, though we admit our existence.

- | Our Rite, focuses on the panning for knowledge from the depths and the streams from which all knowledge flows. We harbor no ill-will towards those of other covenants since we might learn valuable lessons from our cousins and associates who follow different paths. Further, we will allow the freedom our Unsworn and our new members need to become ready for the rigors of Study or further ascension. Only through working together, encouraging one another, and assisting one another can we all Change.

The Sworn of Dracula
There are three Sworn Orders within the Ordo Dracul. Those are the Sworn of the Axe (aka Crimson, warriors, and protectors), the Sworn of the Dying Light (Azure, scholars, and judges), and the Sworn of the Mysteries (Onyx, diplomats and politicians). The colors noted there are ceremonial colors, and some in each Sworn order may take offense should an Unsworn or Sworn of another Oath wear them at official OD functions. Because the Sworn have additional responsibilities placed on them, their authority expands further than the Unsworn.
When it comes to giving orders, if neither are Oathbound (or both are), the one with more Coils of the Dragon has greater rank and thus greater authority. However, any Oathbound outranks an Unsworn. But, if both are equal in Oath (or lack thereof) as well as Coils of the Dragon, the one with more Ordo Dracul status has more authority.
This has a few exceptions. In battle, deference goes to the Axe. In matters of research, to the Dying Light. In matters of policy, to the Mysteries.[1][2]
