Night Sight does not confer the power to to see Twilight beings.
Shadow Form does not enter Twilight.
This House Rule is in place to conform with the global decision to remove Ghosts and Spirits from the Vampire venue as access to them are scattered among a handful of powers and presents an imbalance.
