Primacy

- Sites are individual locations within Districts, and are also Locations.

Benefits
Each Site will contribute to the Influence rating of Primacy play, as well as confer a bonus to the owner* when making appropriate Skill Checks on site, as an Equipment Bonus. The bonuses will be equal to the size rating of the site: +1 for Small, +3 for Medium, +5 for Large. Alternately, players may choose for a Medium site to confer a +1 bonus to two Skills, or a Large site to confer a +1 bonus to three Skills. Site bonuses are applicable to all venues.
- A Medium Site may also have a "manager" who additionally benefits; a Large Site may have two "managers"
