Contacts should fall into the pre-defined Spheres of Influence on Edge of Darkness.

Note: Contacts aren't bought repeatedly -- it's a single Merit. Each dot allows one more set of Contacts rather than degree/depth.

Sourcing

Allies cannot be insta-generated by Powers (Pledges, Spells, etc.). Contacts which allow information or assistance from out-of-venue supernaturals (ex. Werewolf Contacts for Vampires, Vampire Contacts for Changelings, etc.) require approval from the appropriate venue's ST. The EoD game only uses Contacts pertaining to the local (municipal/city) level; federal and military Contacts are unavailable to avoid conflicts of jurisdiction.
