This is partially to lend more consideration when to use or not use High Speech rather than just tacking it on everything, but it's also to bring a bit more ceremony and ritual to the game. And maybe, most importantly, personalization. Unlike codified mudras that are the same for everyone, I want us to look at High Speech somatics as your mage's 'signature' move. Maybe it's a martial arts kata, or gun twirling .  Tai chi, whatever, some arrangement of gestures to summon and build power to be released.
