No, you're absolutely right. They have been saying it's crowded the whole time. I've just been obliviously under the impression that there were only four people at the stop.
That makes the whole conversation fairly idiotic too... talking about courts and silly names. Heck, even walking over there would have been pretty ill advised.
Solution: Grobbler's been drinking. Easy answer.

I got the picture that your character started doing a Pledge right there in the middle of a busy street next to a crowded bus stop. Anyway, disregarding the rather blunt rhetoric that was a pretty neat One-Sided Pledge (RoS, page 35)

I'm sure other people have had that moment a number of times, you do something that just doesn't make sense and it's hard to justify in character.
Wait, there were witnesses? Why would my character do that? He wouldn't do that.

I assumed that the bus stop was empty as well, particularly because it seemed like it had emptied with the exception of Rose and Benedict after the last bus had come. If it wasn't, then oh heavens, that's embarrassing
