Archon Twist has tasked me to write an investigative report to you with respect to the evidence gained so far about Hunters in Sacramento. Numerous Kindred have tapped their contacts and met with me with respect to this issue as we put together a report for your review, along with a plan that we believe would allow for additional intelligence gathering.

There are numerous moving parts to this, some or all of which may be involved in the bigger picture. I will describe these groups or individuals now based on what is known to date.
1) Sacramento Police Department - Gang Strike Team. This highly motivated and well-funded team of police officers has been around for a long time. Sacramento PD brings it out every now and again to increase enforcement. At this time, the GST is focused on South Sacramento, Florin and Elk Grove. The Gang Strike Team is being paid hush money by Bruce Harcourt to ignore him. I urge Domain operators to avoid combat in these areas as much as possible.
2) "Ronnie G". This individual is highly connected to a group of so-called 'crazies'. He is a suspected drug dealer who has recently had a massive growth in his financial success. He was a petty criminal before who is now connected with a gang leader named Yusuf. He is known to spend time at a bar in North Sacramento and can be accessed.
3) "Yusuf". This man is believed to be related to a firebombing that occurred at the Old Maitland Junkyard. He is a talkative gang leader who we suspect may have diverted the Gang Strike Team's attention to the southern half of Sacramento.
4) Bruce Harcourt. This man has a group that engages in drug-fueled parties and orgies in tunnels under Old Sacramento. He is a former pornographer who was driven out of San Francisco and Los Angeles. His group is known to be collecting "knives and guns". He is paying hush money to the police to avoid coming to the attention of the Gang Strike Team. It is my understanding that John Davis may have found a tunnel that could potentially be where he is having his parties. Harcourt is known to be connected to a group of ex-students that are making themselves known as prominent drug suppliers for college campuses.
5) "Street Preacher". Identity unknown. This individual is eerie and unwelcome on the streets, but is known to haunt Oak Grove.
6) The Tribulation Militia. This group has a symbol that appears to be like a phoenix. This symbol keeps appearing in relation to different places. It is known that some of their child affiliates went into police custody for burning an old building down that they believe was 'haunted by demons'. Not much is known about this group as of yet, but two potential Hunters were involved with this symbol per Ms. Verne. When questioned, one of them opened fire on John Davis. One of these hunters is dead. The other hunter is in Domain custody.
7) "Jed" and "Moretti" (no relation). Two suspected Hunters. Perhaps the hunters faced by Deputy Goto's team. To be determined by interrogation of the captured Hunter. Connected to Ronnie G.
8) The Old Maitland Junkyard. A location burned by firebombing that is believed to be potentially related to Hunter activity by investigators.
Recommended Action, Night One
As you can see, we have many pieces on the board, and tenuous knowledge in certain respects about how they are connected. Thankfully, we have a few lower-risk opportunities available to us to look into various elements of this scenario before proceeding with greater moves.
At this time, I am recommending the following investigative steps be taken with the resources available to flesh our knowledge of the players involved:
1) Priscus Van Valen and Ms. Verne should use their Family's abilities and skills to interrogate the captured Hunter. He could be Dominated into providing all manner of intelligence and useful assistance.
2) Doctor Simmons is a skilled scientist. Along with a Mekhet proficient in the Spirit's Touch, she should go to the Old Maitland Junkyard and draw as much forensic information to figure out what happened there and why. Mr. Davis should attend with them as a guard. If this is agreeable, who would you recommend to be that Mekhet? If Deputy Goto is proficient in Spirit's Touch, she strikes me as ideal.
3) Archon Twist and I should go undercover and investigate Ronnie G and his group. We are aware of the profile of the people he spends time with and can infiltrate that group effectively.
4) Any individual proficient in Obfuscate could attend Oak Grove to find and spy on the Street Preacher's activities. Do you have someone you would recommend?
5) Contact Activities Now:
a) Contacts will be contacted now to determine when Bruce Harcourt's next party is and what these parties are like for future infiltrations.
b) Contacts at the universities and in the Underworld may also be helpful to determine information about the drug dealers connected to Harcourt.
c) Contacts to provide information about the Tribulation Militia would also be helpful.
Based on the information pulled in tonight by the investigators, I expect that we have the necessary contacts at this time to acquire this information to inform our steps after these.
Conclusion
I write to ask for your approval for the investigative plan detailed above. As further information is found, I will write further reports to keep you updated.
