Corn holds the spell for a few heartbeats, not enough to kill but enough to incapacitate. He tries to calculate it quickly, based on how the current hit him and Phillip when the building was reconnected. The last thing he needs is to kill someone.
Once a few seconds pass, Corn lets the spell drop. Just in case he "drops" to the floor too, not-roughly falling on his side, till he makes sure the policemen are unconscious.
If needed, Corn would err on the side of caution. I.e. he would not risk going to what we players would call "4 turns" as that would be 16 bashing = dead policemen. Corn is prone.

don't be readWinter waits patiently for his chance, Phoenyx has for the moment fled into the maze of office cubicles and Corn is prone on the ground. Two officers continue to fry for a moment before collapsing and Corn ends the spell. One other is suffers from damaged vision and in need of assistance two are still active and both freeze in place as they watch the two collapsing now under the impression the floor is live.
The officer helping the one with injured eyesight calls it into his radio to cut the power to the building, and send back up one of the captives has escaped.

Corn stays down, pretending to be equally out of it because of the 'surge' as the officers. He releases the Dark Matter/ Sculpt shadows spell from his pattern to ease his handling and lower the noise.
Using the last reserves of his mana, Corn wishes Fate would grant him a slight distraction, something that would take the attention (and hopefully their presence) of the two officers away from him for a 30 seconds or so without complicating the situation for him or his allies further. He takes a couple of heartbeats to time the act so that the spell would have a greater chance to succeed.

Once the attention of the policemen was away from the "unconscious" Corn, he uses his spell-boosted stealth to sneak away.
I don't know the penalties/bonuses, Corn would use QF to mitigate up to a -2, not -3, not daring to wait for long.
Once a bit away from the lights, away from the Sleepers' notice and (hopefully) in the moments before his disappearance is noticed, Corn, out of desperation, pulls his medallion and creates a secret compartment right on the floor. The Abyss, long tempted by the vulgar magic used so far, comes with fervor, attempting to taint the spell as Corn grinds his teeth.
Heavily hit by the Abyss, Corn sneaks inside the secret compartment and closes the lead.
Compartment size 15 or so (like a small car, enough air for a few hours).

Corn our of path improvised casting requires mana and shifting the odds itself has a mana cost of 1 your spell did not go off
Winter is not remembered to be present and so will be able to escape as no one is looking for him.
Phoenyx has not escaped and is known to present she will caught and taken to the station.
Philip is taken away into police custody.
Corn. Imagines willing a spell into existence but doesn't channel the mana to make it work and so is left to the whims of fate as he rolls the away the officers unable to move due to their uncertainty about the floor take the only action left to them to prevent escape and shoot at him.
His matter armour undoubtable saving him from an instantons death he does however still get riddled with shot
It is not however enough to render him unconscious the absorbed backlash is though. Leaving him with 7 lethal 1 bashing so even as the secret compartment is formed with the successful completion of the spell he passes out and will be taken in custody.
Winter is left alone, the last mage left standing, for the moment with enough knowledge to know this is still an active crime scene and before long teams of investigators will be arriving to document evidence.
