Circe had been offended that Leon and the other gun runners above her had emphasized that last word. Like a lot. Did they think Circe believed she was a GTA protagonist or something? She'd dive into the Hedge when the cops brought out the heavy artillery, thank you very much. Escalation against mundies was suicide. She'd seen recordings of an A-10 at work. And the elfin Larcenist really, really, really wished to use that General Electric gun on a Keeper.
It took quite a bit of persuading to make them believe she could distract one of the precincts quite easily. No need for gunpowder, computers, or bribes even. She'd an idea that would work fine. She only needed a few things and people.
A limousine traveling on a certain route with a sabotaged coolant hose. A coterie of ladies, some she worked with, and stylist appointments for each. As well as a collection of dresses to really emphasize each one of them.
Seraphina and shopping helped with emphasis on the coterie. Not that Circe bought aught new. Oh no, she was breaking out a previous mundy dress she wore. The red one.

The break down put them within easy view of the windows of a Sacramento PD's precinct. Quite the distraction attracting the cops, especially when Circe was the one trying to get into the hood to fix the engine hose. Which was actually a bitch to reach when in high heels.
Circe was honestly getting pissed off at the hose. Props to Francois for timing, but the hose pop placement? Vexing!
Lots of distraction there. Props to the cops, they were smart enough to realize Circe doing what she was doing was a traffic safety hazard. The Summer Queen plays up the dumb blonde, oblivious to the distraction part, with a dozen cops getting involved in a pattern of come out to talk, then all the lovelies present distract them.
And a few higher ranking ones running out to the same effect. Reprimand the cops for being distracted, gawking, then getting reprimanded by a superior who does the same.
Well, that only happened twice, but still funny. And it added a good hour to the distraction. Success!
Finally, a cop just fixed the hose himself, and the cops were distracted by reprimanding each other as the limo was directed to leave. Thus, Circe and her coterie went on to have the party, because they had to go. It was part of the cover, thank you very much.
