When they arrive, they find the remnants of your typical crime scene. Tatters of caution tape, torn and broken away from the various barriers around the scene still stand: And despite the rain, the washed out chalk outline of the body can still be found. You are under an overpass leading out of Sacramento, where it seems some homeless denizens of the city had taken shelter at one point; shown by the tattered remains of makeshift tents and lean-to shelters still spattering the scene.
