· CHAPTER I: GENERAL PROVISIONS
- The provisions hereby contained are considered supreme law of the Freehold of Sacramento. Any contract, pledge, vow or other agreement, regardless of their form, that seeks to contradict or circumvent them is to be considered void in that regard.
- The Charter's jurisdiction is held over the entire Sacramento county, which is considered the territory of the Freehold of Sacramento
- Any changelings that wish to stay within the Freehold for more than a week are required to present themselves to a Freehold official of their choosing and request a Membership. That request cannot be turned down, save for the most exceptional circumstances, the opinion on which remains the official's discretion.
- Any recognized Members currently residing within the Sacramento county must sign this document within the week of its publication or forfeit their Membership. Any prospective Members are required to do so at the earliest possibility.
· CHAPTER II: THE HIERARCHY
- Members are expected to observe and carry out any decisions or judgements created by the lawfully chosen members of the Hierarchy.
- The Hierarchy of the Freehold of Sacramento consists of the Activities Director, the Notary, and the Groundskeeper.
- No Member of the Freehold may hold more than one of these positions at once.
- The Activities Director is tasked with managing the Freehold's internal affairs, as well as representing it before any institution or person that is not a part of the Freehold.
- The Notary is tasked with overseeing Pledges made between Members of the Freehold.
- The Groundskeeper is tasked with the security of the Freehold, including investigating any crimes against it committed by its Members and convicting them as needed.
- A Member of the Hierarchy must be of reasonably sound body and mind. They may step down at any time and reserve the right to name their successor.
- If a successor is not named or they refuse, a Member is elected to office by means of a secret ballot, needing a simple majority. The outcome is examined and presented by the Notary, or in their absence, the Director. If a Director is also absent, this duty is transferred to the Groundskeeper.
· CHAPTER III: THE RIGHTS
- Members are entitled to request help in their pursuits or shelter from any danger, provided the calamity was not created by their own recklessness or wrongdoing, and the goal does not seek to harm any other Member.
- Members will not have their property searched, seized or destroyed, nor will they be imprisoned if it is not deemed necessary during the course of the Groundskeeper's investigation or forms a punishment levied by them.
- Members are considered innocent of any wrongdoing until proven otherwise. None but the Groundskeeper may levy any punishment on a Member, unless other provisions state otherwise.
- Membership may never be revoked, unless a Member is banished for his crimes or he leaves without giving notice and doesn't return for a year and a day.
- Members have the right to be tried fairly and to be heard in any matter that concerns them.
· CHAPTER IV: THE CRIMES AND PUNISHMENTS
- The defendant may choose his representative to defend him during trial. He may not choose a Member of the Hierarchy.
- To kill a fellow Member is punished by Banishment. To do so in a fit of passion or diminished responsibility is punished by the need of performing a service for the benefit of the Freehold, as decided by the Hierarchy. To do so in self-defence is not a crime.
- To hurt a fellow Member or destroy his property is punished by the need to make proper amends and an obligation to perform a service for the benefit of the Freehold, suitable for the severity of the loss or injury.
- To conspire with the True Fae or their servants, while being reasonably expected to be aware of that fact is punished by death.
- The punishment for compromising the secrecy of the Freehold or acting against its other vital interests is punished according to the severity of the infringement.
- To destroy a gateway to the Hedge while being reasonably expected to be aware of that fact is punished by temporary suspension of the right to request help from others.
- To accept a profit, or a promise thereof, by the member of the Hierarchy in order for them to create a decision or judgement favourable to any person is punishable by death.
- In the event of a Member committing an offense not described in this Document, they shall be judged by the entire Hierarchy according to the rules of fairness and equity.
- Any Member who assists, enables or encourages another in performing a crime, while being reasonably expected to be aware of that fact, shall be punished according to their involvement.
· CHAPTER V: CHANGING THE CONSTITUTION
- Any recognized Member of the Freehold of Sacramento may propose a change to the document hereby presented. It is a sole responsibility of the proponent to make the amendment reasonably available to all Members
- The amendment proposed must receive the unanimous assent of the Hierarchy
- An amendment so assented is then approved in popular vote, preceded by an open debate, with a simple majority needed for it to pass. The amendment comes into force with immediate effect, unless a different date is chosen using the above procedure. The change can never be retroactive.
- If the proponent wishes to change multiple provisions of this document, or to impose more than one change on a single provision, each change is voted on separately, from most to least serious.
