Look like it's time to change things up a little... Noticing they might not have a lot of time left and also noting Verity's the center of Luke's attention for now, Helen switches targets to Adair. In a pinch, it seems a practical idea to take the ghoul out first, as she thinks she can do that much quicker. Short look at Verity... Yeah, she'll manage for a bit.
So she directs a hook at Adair, who has been occupied with dogpiling verity as well.

The blow knocks Adair back on her heels and she makes a nasty snarl at Helen.
Dacian continues to give attention on the one who attacked him first. As Verity approaches Dacian with the mace canister, he turns. Dacian did shoot Verity a ‘what the fuck?’ look. This was a mistake.
As she holds out the canister, she shoots a spray of mace into Dacian’s face.
“ARRRGH!” He roars and it is a deep, pained roar.
“Adair, get an official.” He shouts. His left hand is over his eyes, shielding them. He takes it away after a moment and squints to find Helen.
Dacian drives in a strike towards Helen. It is a desperate one.
The ghoul springs away and breaks into a sprint.
“Kidnap!” She screeches. Adair moves away towards the bright lights of a nearby business without looking back.
The kindred chose to meet at a hotel. Now the doors on either side of the hotel open up. Smart phones are held in front of faces of a man at the right door. At the left door, the man holds out his phone to record Helen, Verity and the visiting Daeva.
Beings that are no longer alive but that walk and talk are not affected by such devices. A single spray canister can be used three times before it’s empty. p 140 of WoD
In order to catch Adair, one will need to follow the foot chase rules.

Camera's not catastrophic, not ideal. But what she had been waiting for finally happened.
One woman running screaming about kidnap, another having just peppered sprayed a guy and third women getting soundly punched by that same guy.
Verity let her blood do its thing willing it to action, the way Davea do, Majesty blossoms forth to sweep through the minds of those present and give her voice, her wants, her displeasure more weight.
Gesturing desperately with said can of pepper spray. Fuelled by the power of her blood to make her wants more welcome to those who hear them. "Kidnap. Stop him." Verity cries looking panicked to the kine who arrived on scene imploring the onlookers to action while backing away from the fight herself.

Yeah, that's about it... Helen ponders for a moment to just follow Adair and letting the Daeva duke it out, but then, looking at the situation, it looks like Verity is already working on the situation and that leaves her to deal with the scumbag.
Thus, instead of giving him some more martial affection, she tries to get him into a position that lets her put on a holding grip.

The two men stare at Verity. They do not move from thier doorways. There was a pitched brawl including mace being sprayed about. They would not put themselves into danger. She does note that she has thier complete attention. The cameras center on her for a moment before swinging back to Helen and Dacian. There is a small digital noise that one can't quite place coming from one of the phones. Perhaps a file being sent or an upload complete notification.
Helen catches Dacian into a grapple. His dance of flailing and struggling manages to throw an elbow in just the right place and he slips out of Helen’s grapple.
“Okay.” He holds his hands up. “You want to take me in. I want to hear an official’s name and if I trust you’ll be decent about this, I will come.”
Someone is walking along the street and side steps a running Adair. She turns forward and sees the brawl. The stranger pulls out her phone and presses a favorite number that rings through. "Yeah. I'm at (hotel)." She watches for a moment and starts to speed walk towards the closest gas station.

So the cameras not staying on her was not quiet the plan she was a Daeva using majesty they we meant to stay on her. Dam stupid kine with their stupid short attention spans. Trusting that the The Reeve the official present at the scene had the request to see an official handled Verity continues to try and handle the cameras. She wills herself to be seen in cameras, mirrors and anything that would capture her image, an image stabilising, coming into focus was not after all an uncommon thing by any means and she was blushed so its the best damage control she can manage. This is getting taxing.
If she can discern which one the phones made the digital noise she will rush to that kine if not its random who she rushes to. "Sir, sir please help." Her pride burns at having to sound desperate and begging. This is not how Daeva danse "Please I need to call a friend please can I borrow your phone? please!" But her performance is backed by the by the power of her blood pressuring him to cave to her whims.

Helen remains in her posture, fully prepared to deflect any forthcoming attacks. "I'll try to get you number 3, but no guarantees, you know how management can be." If he has done his homework, he knows who she's referring to. And he knows why she's not slinging names around out here. "They refuse, it's me. Good for you ?"

Verity found that the man she approached was about forty, with thinning black hair and he was forty pounds overweight.
“You need to call a friend? Yeah, here. But don’t worry, my girlfriend called the police when the yelling about kidnapping started.”
Dacian considers a moment. He continued to stand still with his hands in the air. There was a brief grimace as he determined who the number meant.
“Sounds fair. I would like my car secured.” He watches Helen for directions.
The phone is offered over to Verity.
