In regards to the consideration of maintaining the guarantee of security within the protectorate of Sacramento.
The Consilium of Northern California has come to a conclusion by a two thirds vote of attending counselors that the Kruegan Arrowheads, referred to in attached documents as active defense personnel, have underperformed in their duties.
In addition the Consilium has voted by overwhelming majority that the behavior of the officers of the Kruegans is unbefitting of a representative of the Consilium.
It is for these reasons that the Consilium so orders by a one half majority that defense of the city of Sacramento be allocated to the Amark Nihils under leadership of Lucrecia Vex.
Arrow personnel within the limits of Sacramento should expect to operate under the discretion of the Amark Nihils until such time that satisfactory leadership be assigned.
