After an inter-order conflict as well as several months of diminishing ability to maintain security in the city of Sacramento, the Kruegan Arrowheads have been disbanded.
The following cabals are still active.
The Ubiquitous Chancel-Headed by Calligan Wellmer. The Chancel is the smallest of the Cabals, with only three actual members. However, they see themselves as an unofficial voice for the Apostates of Sacramento, and are largely responsible for keeping tabs on the unaligned.
Nihilists of Amark-Headed by Lucretia Vex (no one really knows what Niles Plotski's official role is in the Cabal). The Guardians of Sacramento are the most divided of the Cabals. A large part of their number are volunteers from the surrounding states, and although they must follow orders they rarely see eye to eye with Vex and her personal staff. There have been a large number of breaches of the Mystery in Sacramento city, and Paradox violations are rampant. The Nihils struggle to crack down.
The Celestial Hoarders-Headed by Tyria Primoria. The largest of the Cabals, the hoarders are extremely active. They are charged with being the main arm of Consilium investigation into the disappearance of the Awakened community.
9 Linked Chain-Headed by Peter Cartright. The five members of 9 Chain serve as the administrative body of the city of Sacramento in accordance to the will of the Consilium. A telling lack of progress in the investigation of the disappearance, coupled with rising Banisher attacks, and the unknowable Mr.Wells have coupled to raise 9 Chain to near alarm. Cartright is a stabilizing voice of reason to be sure, but he does not hold veto authority over the other four voting members.DISBANDED AND REASSIGNED
The Apostates- Having only recently established its presence in Sacramento, the Consilium has been hard pressed to shephard unaligned mages into their ranks. Two sane Mages have Awakened in the city of Sacramento within the past 11 months and the Pentacle has not managed to recruit either. Overall, the ratio of Apostate to Order mage is nearly three times higher than the national average.
Neidan - The most accomplished group of Arrow Mages in the city of Sacramento. Unlike the disbanded Kruegans, the Neidan Arrows are an elite strike team whose primary members have weathered numerous conflicts.
NON-PC mage organizations
The Cult - They are active, and they are aggressive. In what the Consilium roughly estimates has been between 3 and 8 years of time without Pentacle oversight, the Banishers have been unchecked. Now they organize raids against any Mages they can find alone, and they evade direct confrontation with anyone prepared to fight. It is believed that they have 5 active members, after a sixth was killed in a Kruegan raid in October.
??? - No one has reported any Seer activity. It's possible that Seers have simply not been able to spare the resources to establish a presence in the city, but none amongst the Pentacle are willing to be too hasty to declare them absent.
