Diana shrugged and leaned forwards and laid her arm down on her desk, the other raising up and propping up against her cheek. Ahh--So one of those "I've got it all figured out" kind of guys. "No, Detective. I don't. But hopefully, if you work with me, we can find out," she dropped her hand and raised an eyebrow, "But, while we're on the subject of what you know. If you knew, to sixty percent accuracy, that these reports of 'beyond human' capacities, as you say, would inspire some suspicion into your sanity. Why would you include them?"

"Completeness and accuracy of reporting are neccessary to ensure that officers react appropriately to any situation. If officers didn't know that he could break the Tueller standard very easily, and was strong enough to break down a very solid door with a shoulder ram, then they may be at risk of harm or death because of my fallible report. And i'd rather take 10 psych evals than let an officer get injured." Joe is very calm and methodical in his speach, though he is slightly defensive when it comes to the officers.
"oh, I'm sorry. The Tueller standard is the commonly refered to 21-foot-rule. Basicly I'm saying that he is very fast."

Diana nods as she listens, jotting things down on her pad as he speaks, "Why didn't you just say that? If it's common knowledge for your force? That he exceeded the Tueller standard easily, that is." Diana sighed and set her pen and pad down, pulling her glasses to the side, "Look, Detective, you're not a stupid man. You know what these evaluations are for, making sure you're keeping your force safe, and I think you are doing that. That's not the issue, because I know you know what you're doing. Why would you list the man as having "beyond human" capacity when you could have said he was "exceedingly" strong or "abnormally" fast? You yourself said that you ran, recklessly, after him. What do you have invested in this case? And remember, everything said in here is confidential."

"Abnormally fast still doesn't break tueller standard. Its a standard for a reason. You stay 21 feet away, and you'll be able to shoot in time. Not with this guy. He was faster than that. Too fast. Breaking through a door is something that a man twice his mass might be able to do at that speed if he knew what he was doing. This was a young kid, maybe 18. Yet he broke down a door that it would have taken a police battering ram to do. To say that he was abnormally strong would be dangerously incorrect, and would endanger the force. This time he just wanted to escape. Next time he may attack an officer, and they would be underequipped to deal with it." He seems rather sincere about this.
"I just want to see justice done. That's my duty and job." If that's not a canned line, you don't know what is.

"Knowledge. Lots of knowledge. They need to know that as soon as they see him, guns must be drawn, as he can cover ground ridiculously fast. They must understand that this guy is particularly strong, so they should avoid getting close to him until he has given up. That's what "beyond human capabilities means" It means that we don't know what he's capable of, so stay back from him. In all likelyhood he's got a pharmacies worth of drugs in his system to be able to do that stuff."

Diana writes that down. At that point she opens her desk drawer and tears out all the previous pages from her pad that she wrote on and drops them into the drawer. She closes it and looks back to Joseph, "Very good Detective, I think we're almost done here. But, you told me that you're just doing your job. Well, I have a job to do too. And I hope you can understand what a predicament this puts me in. Either I can report that you were, and are, of good sense and proper judgment, but that you were mistaken in some way or another. That this person was much older. Their talents were simply above average, not "super-human," and that you were startled by the situation and have over compensated by giving them talents that perhaps they do not possess."
She shifts her weight slightly to the other side. She tosses the pad onto her desk followed by the pen next to it. She gestures out at him with her perfectly manicured hands, "Or--I can report that you believe, with utmost certainty, that an eighteen year old child, even on a number of drugs, was able to best some of Sacramento's best, and that you think guns should be drawn immediately on this young man because of it. That you understand your statements were shocking and inflammatory, but that you believe the impossibility of your claims to such an extent that you would support them above all other possibilities."
She sighs then and leans forward again, arms on the desk but reaching out to him slightly, "It isn't that I don't believe your story, Detective, but you have to understand what you're saying. And you have to understand where that places me, because yes--You have your force's best interests in mind. I believe that. I truly do. But so do I. And if you display that your judgment is impaired in some way, I have to make sure that you won't accidentally hurt someone. Does all of that make sense, Detective O'Connel?"

Joe sighs. Breathes in, then sighs again.
"I..." He sighs again.
"Alright. I know when my arm is being twisted. Obviously I had to have been mistaken. He was a kid. That much is corroborated by other witness statements. Perhaps the door was not as sturdy. The room was very cramped, and I hadn't slept in 20 hours beforehand. Perhaps I misjudged the dimensions of the room, and he burst out through a weak door. I don't know. I try to err on the side of caution, and that may have been reflected in my report. Does that help you Doctor?"

Diana nods and writes it down, "Yes. However, I'm still going to suggest a week's vacation. To help you gather your thoughts and take some time away from this case. I'm going to prescribe a mild sedative for you as well, to help with the relaxation. It's clear you've been under a lot of stress lately, so just take this time for yourself. I would like to check in with you after that time, if at all possible." She scribbles all that down and hands it to him along with her card paper-clipped to it.
She stands and walks around the desk to put a hand on his shoulder, "I wish you the best of luck Detective. If you need anything else don't hesitate to contact my office. This sort of work is my specialty and from this point on, assuming your vacation goes well, I have no reason to think that you would be a danger to yourself or your force. So if you would like to discuss some of your other thoughts not pertaining to a psychological evaluation, I'm always available," and she gave her best smile, which was still terribly cold, at that before patting his shoulder and opening the door for him.
