Reverend Otto Schneider hadn't been involved in investigating the matter of human hunters in Sacramento for long, but he recognized it as a clear and present threat to the community. The current predicament seemed loosely connected to a matter the Reeve had asked him to look into several months back, a possible breach of the Masquerade caused by a former Priscus being caught on camera. Apparently, well-intentioned people believed that she was the victim of human trafficking but there were hints that someone knew more about the things that stalked the night than they should have. The Priest had managed to cobble together bits of folklore and local history to create enough of a cover story to convince kine that they were in fact also just concerned humans hunting leads on monsters.
That investigation had more or less fizzled out, but more recently there had been a disturbing increase in 'concerned citizens.' They had organized neighborhood watches to try to make sure people wouldn't wander off with total strangers. It was annoying and definitely made it harder to feed, but not an altogether unreasonable response to concerns about missing people. At first, when he had bumped into a patrol, they really just seemed like concerned activists. But after another encounter with them, it was now clear that they were much, much more dangerous. Even if it was only one small group, some of these kine were Hunters.
Somehow, they had known that flame scared the Beast. Through strength of will, Otto had managed to resist the fear frenzy provoked by the fire and convinced the patrol of his humanity. They described how they would essentially kidnap and torture anyone who reacted strongly to the fire because it was proof that they were a monster. Even if they didn't use the proper term, they were looking for Kindred. Still, he had put on a convincing enough performance to be invited to their next meeting. After a brief correspondence with the Seneschal for assistance, the Priest was prepared to confront the erstwhile Hunters and hopefully neutralize them.
