Starseeker sees the new pup tense and get ready to run, and his first change flashes through his head. The city really didn't need another big pile up, even though he knew she just wanted to run. So he slips past Slowpoke McRambo and between one step and the next he shifts to Dalu, more than doubling in mass in anattempt to wrestle the new kid to the ground.

Mateo moves closer, still non-threatening, and looks at the wolf with a fierce snarl of dissapproval. <<Calm yourself!>> He barks out at her, ears lying flat, hackles slightly raised, but he makes no move to attack, it is all a show of Dominance.

Nyda is unfazed by Mateo's show of dominance.
According to page 110 of WtF Core Luna's Dictum automatically fails if the target is in combat.
Also, FS (Grappling) 2 allows you to render a target prone or gain a hold to initiate a grapple. Starseeker will have to choose from between those two options.

Luke started to slowly circle around, behind Matthew in an attempt to intercept the pup if she bolts. He trusted Matthew to be able to talk her down; if he couldn't, Luke was goingto make sure she wouldn't get far.
