Coming from Madcap's booth, Ellis observes how bustling Court has gotten. Everyone he wanted to speak with that he hadn't already spoken with was busy enough that it would be rude to interrupt them and he didn't want to be seen as someone who bothered the same people at court because he was afraid.

Madcap remained at his spot, but, as Arturo Garcia and Garrett Prosper began to discuss his spat with the Herald, the Bruja's gaze shifted to them.
Sure, it was impolite, but Madcap didn't give a fuck. Garcia's want to smooth things over was noted, but his insistence on the matter being trivial was ridiculous to the Bruja. Part of wondered if the Lords of Sacramento were really that dense, but, in his musings he determined Arturo was not. He was trying to save face by noting Madcap's faults in order to mask Jack's continuing blunders.
Nonetheless, while Madcap's gaze made it clear he was listening, the Bruja didn't speak. Better to let Prosper handle the Ventrue trying to play Priscus.
