Of all the things that could have come out of Dog's mouth, talk of the long lost Kogaion was the last thing Max had expected to hear. If the Grand Wyrm had bothered to Blush, there would have been a quick intake of air followed by a long, drawn out exhale. Instead, the only noise that emanates from the Mekhet is a soft growl from deep in his chest.
He looks to Martha, the only other person in attendance tonight who would recognize Muir's name. But it seems the Herald shared Max's concerns about Dog's words and his identity; Max recognizing the intense stare of someone using the gifts of their Family's Blood. He leaves her alone for the moment, figuring two Mekhet staring down the Gangrel might have unfortunate results.
The Grand Wyrm had wanted to outline the rules for use of the Regency. He wanted to formally announce the new titles. But if Dog had found a lead on a missing Dragon, that was important too. And by the look of him, someone had tried to stop him from getting away with that knowledge.
And if there was one surefire way to distract Max, it was to dangle a mystery in front of him. He nods at Dog's words, deciding that hearing the battered Gangrel out was more important that laying down rules and regulations at the moment.

Without further explination, Max turns and heads out the double doors of the Private Library. He had to calm Samantha down, arrange a few drinks for Dog, and get the Chapter House locked down in case Dog was followed...
