 Where do you submit Character sheets?

So I just joined, after a couple days of lurking. I think this will be interesting, but I can't for the life of me find how I am supposed to submit a character sheet. Do I PM it to my ST? Do I post it somewhere? And if I want to talk to the ST about a character concept before I create a sheet, do I do this in PM? Who should I PM? I'm guessing Dred.
Another thing. I don't really like the "Make any character you want at all" kind of character creation, I need just a little bit of outside influence. Anything that can start as a grain that I can build around. Anyone feel free to just throw something at me, whether a quirk, a concept, a profession, or whatever.
Another thing. Are any players' characters looking to Sire a Childe that is a PC? I would love to come into the game as a Childe of a PC, to have just that one anchor to the story/plot. If I cannot get a Sire, does anyone have suggestions on how I can just jump in to the story, and anchor myself into a position where I will be able to meaningfully post and play?
As a side note: I have access to most of the books, and have read a nice majority of them. I ST a campaign and have a AP up at the White-Wolf forums. I have been a part of all sorts of PbP role-playing.

Hi your looking for me...sorry busy night.
PM me your Ideas.
Put an add up in coteries and see if anyone is looking for a Childe, from another city, or a "Brother/Sister" Tie. We also have some Ghoul slots that need filling about.
Anything else look around see what you like, what you don't and then get back to me with ideas.
