 Vampire: The Requiem Character Creation Rules

Experience Allowences
1) Beginner- 0-60 experience or less
A Beginner character is recommended for those who are not well versed in this venue. Beginner characters may be established in the city.
Beginner characters may not have restricted items, and they do not require a background. However all characters must be submitted to the venue ST before IC posting may begin.
2) Mainstream- 61-160 experience or less
A mainstream character is older and more experienced then an instant play. This type of character may have lived in the city for a long time or may have an extensive background in another city.
Mainstream characters may have restricted items, but they also require a background and ST approval.
3) Elder- 161-300 xp or less
An Elder character is usually on that has established herself in the city or has just been around for a few centuries. Each player may have one Elder character.
This type of character may have items from the Restricted list but the character must have an extensive background. We are not demanding an explanation of every single dot on your character sheet, but we do wish that you give it your all.
Elder characters do require ST approval.
To be honest, I seriously considered making all bloodlines restricted, but then I thought about it. There are so many bloodlines now to choose from that is seems unfair to limit access to them. So, most bloodlines will be accessable to instant play characters, but there are a few that will need ST approval.
Restricted Bloodlines
The Carnival
Moroi
Morbus
Noctuku
Other Restricted Items
-Attributes 4 or higher
-Skills 4 or higher
-Fighting style merits above 3
-Resources above 3
-Contracts and/or Allies above 3
-Retainers above 3
-Any Disciplines at 5
-Humanity 4 or below
-Blood Potency above 3
-Anything taken from the Custom Content page
-City Status above 2
-Clan and/or Covenent Status above 3
Restricted books
We are not restricting our [;ayers from using any Vampire: The Requiem books. We do ask that players use their common sense and good judgement regarding some items in these books. (i. e. If a merit is obviously for an antagonist NPC, please do not ask if you can have it.)
As White Wolf feels the need to scatter their Merits in all of their books, we would request that you please list the book and page number you found the Merit. It would make it easier for us in case it is not a well-known Merit,
Ghouls
Ghouls may take up to 120 points of experience provided they have a background and a PC regnant.
We are not allowing rogue Ghouls as PCs.
Instant play Ghouls must follow the same restrictions as instant play Vampires listed above.
We are not restricting any items from the Ghouls book.
Currently we do not have a Vampire character submission form so please PM your character to Dredloke.

For now we have the number of Elder Vampires that we would like. Please look into a mid range or a fresh cut if you wish to play a vamp. These ranks need to be filled before we open Elders back up.
I look forward to new charachters and have lots of ideas and am sure that the others would like to play with people besides me and LF.

Excess Experience
There is no excess experience. If you create a character using any of the experience tiers and you do not use all of the available experience, that XP does NOT carry over. Once the character is approved and the player begins posting for that character, then any experience that was not used during character creation is gone.
It cannot be carried over and used later on to add to any experience given for the month.
So, please make sure you have useed the amount of experience you are either alloted or you wish to have on your character before it is submitted.

Rules Errata
We are now allowing the use of the Mekhet book for character creation. With the exception of two things:
1) No Hollows
2) Mekhet cannot Embrace the dead in our World of Darkness Sacramento
Sorry guys, I know these are both cool ideas, but we have our reasons.
