History
Nathan is a daydreaming but hard working mechanical engineer from Columbia Maryland. After earning his master's degree, he took his first job at NASA's Goddard Space Flight Center near DC as a private contractor. After a year on site a satellite was in need of repair that couldn't be handled with a bot, and applications began for payload specialists who could handle the repairs.

Nathan was that specialist, and all went well for the mission until reentry. During the routine turbulence records show that he passed out, but from his perspective the shuttle had disintegrated and he had fallen through clouds of white flame to an island with a Watchtower on it. He made his way inside, mostly because the fire was terrifying, and wrote his name in the Watchtower's walls.

While now Awakened his career making flight had turned career ending. His dreams of going back to space were destroyed by his perceived frailty, his workplace poisoned by looks of pity and disappointment. At the mention of a Watchtower though, one of his colleagues pulled him aside and explained that he had awakened. As Nathan began to realize what that meant and began experimenting with his magic, he realized how extraordinary his experience really was and joined the remains of the DC Concilium with his new trainer.

After last years election and the probes for information on government scientists though, Bolide decided to get out of the frying pan and look for greener pastures out west. Sacramento struck his eye, and so he packed his things into his car and got to driving.

From some farm in eastern Maryland, Greg grew up with humble origins. He went to college at Temple University, where he studied Cultural Anthropology and Eastern philosophy.

Greg awakened after returning from China studying the history of Taoism. He compiled his field work and wrote his dissertation, earning him his Master's in Cultural Anthropology. His studies put him on the map for local Libertines, who directed him to DC after his graduation. =Life Before Durance:=

Michael Foster was a used car salesman from Arden Delaware before his durance. He was born in a middle class family to a Math teacher father and bartender mother and has two older brothers. He had a fairly average upbringing and was known as a smooth talker when he wanted to be. He had average grades, but spent more time having fun then really applying himself academically.

Abduction, Durance and Keeper:
Mike was abducted at night on the way back from a bar. Arden was a tiny town, and he was able to walk to and from without much trouble. On the night he was abducted though he decided to take a walk in Sherwood forest, as small towns rarely have a lot to do after the bars close. There he met a goth woman of impeccable beauty. She promised him a fun time, and in his drunken stupor he made no effort to resist.

The Goth chick was actually his keeper, The Midnight's Lament. She led him deeper into the forest as what little available light there was faded. He eventually found himself at a cottage, where he was routinely neglected and abused.

Escape:
After a year of harassment, Milo had picked up a few tricks. One night when Midnight was in another room arguing with her sisters, Milo used the contract of Separation to slip the bindings in Midnights room and hop out the window. He activated the contracts of Smoke to enhance the shadows that had been clinging to him for longer then he could realize and ran through the forest till there were thorns. Then he ran through the thorns. Eventually he emerged through a Hedge gate in the New York City sewers, where an Autumn Darkling took him to the Freehold.

Life after the escape:
Mike was given a New ID (Milo Chernobog), and became a middle man for the NYC Autumn Courts criminal activities. He guided and misdirected as necessary, and continued to work to earn his keep. He left NYC for Sacramento because he didn't like knowing there was a route from his Keepers place almost directly to the city. He refused to even stay on the same coast as her.

Life in Sacramento:
Milo kept to himself early on, but has been involved in an investigation of the criminal organization known as the Long Midnight. He had obtained the groups 'shipment', a token that could steal memories through birds and a flute, but lost it when Emma disappeared from the Autumn Commons. It was meant as a bargaining chip for the Freeholder's to negotiate with the Long Midnight, and so Milo has moved with a group to reacquire them and check on Emma's safety.

He has also found himself involved in the investigation of Ms Rosemary's disappearance. As a fixture of the freehold her absence at her court's event was felt, and the Freehold gathered to find her. Despite not knowing the woman personally, Milo volunteered to help in whatever way he could.
|Source=Changeling The Lost Sourcebook
|Pages=p. 94
}}A door under the old town bridge that opens up into a quiet forest grove. A broken-down old shack that contains a fabulous mansion for those who know the right secret knock. A town high in the mountains that can only be found by the outside world but once a century. All of these are examples of the pockets of reality that changelings call Hollows — places in the Hedge that have been cleared of thorns and shaped into a stable location for inhabitation. Some Hollows are little more than a clear patch of grass in the midst of the great Thorn maze, while others are dwellings quite elaborate and fantastical. Changelings actively create many of these locations through sweat and toil, while other Hollows are simply found and adopted in an almost fully formed state.

Although Hollows are always a welcome refuge from problems of the mortal world and Hedge alike, not all Hollows are created equal. A tiny cave in the Hedge might be easily overlooked by enemies but also be cramped and contain few escape routes. A fantastic Victorian mansion might be able to house an entire motley and be packed with all manner of amenities, but without the proper wards, the mansion will also act as a beacon for all manner of freeloaders and other undesirable entities. A Hollow’s strengths and weaknesses are thus tallied according to four factors — size, amenities, doors and wards. Players who choose this Merit must also choose how to allocate these four factors when spending points. Thus, a player who spends four dots on this Merit might choose to allocate two to Hollow Size, oneto Hollow Amenities and one to Hollow Wards.

Size
• small apartment, cave or clearing; one to two rooms.

•• A large apartment or small family home; three to four rooms.

••• A warehouse, church or large home; five to eight rooms, or large enclosure

•••• An abandoned mansion, small fortress or network of subway tunnels; equivalent to nine to 15 rooms or
chambers

••••• A sprawling estate, fantastic treetop village or intercom nected tunnel network; countless rooms or
chambers

Amenities
Having a lot of space doesn’t always do much good if there isn’t anything occupying it, which is where Hollow Amenities comes in. Reflecting the relative luxuriousness of the Hollow as well as how well-stocked it is with supplies and other material comforts, this rating gives an idea of how elaborate the Hollow is as well as what a character can reasonably expect to find within it at a given time. (A character who wants a humble cabin doesn’t need to allocate much here, but a character who wants an elaborate treetop village stocked with delights should be ready to invest quite a bit.) A Hollow without any dots in Amenities contains few if any buildings or possessions — it might be big but it’s mostly empty space. At the other end of the spectrum, a retreat with five dots in amenities is likely fully stocked with all manner of luxuries, and while most of these Amenities are made of ephemeral dreamstuff and thus cannot travel across the Hedge or even that far from their origin within it, they still make for a very pleasing stay. (In other words, Hollow Amenities cannot be used as a substitute for other Merits such as Resources or Harvest, and if the character wants the things found in his Hollow to travel outside of it, he must purchase the appropriate Merits to represent these riches.) While a high Hollow Amenities rating often entails a high Hollow Size rating, exceptions do occur for example, a changeling might not invest much in Hollow Size, but then make that small cabin a veritable wonderland full of excellent food, interesting books and a magical fireplace that keeps itself at the perfect temperature all the time. Likewise, a motley might invest a lot in Hollow Size to get a giant Victorian mansion, but without much spent in Hollow Amenities, it will be sparsely furnished and likely a bit rundown.

Although Hollows cannot have access to some high-tech facilities such as phone service, Internet connections or satellite broadcasts, some of the more impressive Hollows make up for it with minor magical touches. These magical elements should not mimic anything as powerful as Contracts, but can provide basic household services and serve as excellent descriptive details and flourishes to create exactly what the player desires for the look and feel of their Hollow. A game board with living chess or gwybdyll pieces that can play against a living opponent is a perfectly acceptable entertainment amenity, for example, as might be a battered arcade cabinet that changes every new moon to a different video game never seen in the mortal world.

• A couple of homey touches, but otherwise quite plain

•• A comfortable Hollow with a few notable features and decent fare

••• An elaborate Hollow with quite a few clever details and an excellent supply of refreshments and
diversions

•••• An impressive Hollow containing abundant mundane delights and even one or two noteworthy minor
magical services as well

••••• A lavish dwelling with nearly every comfort of modern living as well as quite a few magical
conveniences

Use the list below to get some ideas not only of potential magical touches within a character’s Hollow, but also to help determine just how many dots one should possess in the Hollow Amenities Merit to allow for such flourishes. Treat these dot “costs” as the cost associated with some equipment with Resource dots. You don’t “spend” Resource dots on items (meaning that the dots don’t go away once one purchases, say, a scope for a rifle), and you don’t need to spend Amenities dots, either. These are just guidelines.

*Dream Chaise (••): This chaise (which can actually be a couch, bed, or recliner) is stuffed with soft downy feathers of various Hedge birds. A changeling who sleeps a full eight hours upon the chaise does not regain a Willpower point upon waking, but instead gains a point of Glamour. One is guaranteed potent dreams from sleeping here — never nightmares, even if one possesses the flaw or the derangement. Such potent dreams sometimes incur oracular visions, but one cannot control the content or the frequency of such dreams.

*Feasting Table (••••): The Feasting Table is a dining room table, usually of dark cherry wood and with elegant, ornate claw feet. One places a tablecloth over it and, upon whipping the cloth away, finds that the table has been filled with enough food to feed a squad of soldiers. The food is rich, luxuriant, a wide spread of strange gourmet meals. Some are earthly (duck confit and gnocchi, for instance), and some… aren’t (drained and rinsed venom glands braised in a syrupy dream-a-drupe brandy). One side amenity is that in the middle of the smorgasbord there always lingers a bowl of five goblin fruits of one type. The changeling cannot demand what fruit will appear, just as he cannot decide what the Feasting Table will serve as its spread.

*Gruel Pot (•): It’s better than it sounds, but not by much. The changeling can place this pot on any surface, and throw into it any materials organic or not-so-organic. After a half-hour, the materials break down into a hot, glutinous stew of overcooked meat and potatoes.

*Horticulturist’s Box (•••): This planter box is filled with a heady, stinky soil that needn’t be replaced. If the character replants any plant in this, including a goblin fruit plant, the flora is likely to take root far more easily. Assume that if a Wits + Crafts roll is necessary for replanting Hedge foliage (see p. 130), that roll gains a +1 if the plant can be relocated to this planting box. Mundane plants in the box need no roll, and truly flourish as if given a heft dose of ultra-strength fertilizer.

*Looking Glass (•• or •••••): A two-dot Looking Glass is a mirror linked to a mirror in the character’s own 136 Chapter Four: From the Thorns home in the human world. She may gaze into the Hollow mirror and concentrate for one turn and see through the mirror in her own home. The five-dot version allows the character to concentrate for a turn and see through any mirror into which she has previously gazed: the mirror in a doctors’ office bathroom, a police two-way mirror, even a small hand-mirror she saw lying on the side of the highway.

*Mood Lighting (••): The lighting in the Hollow — which may come from torches bracketed to the wall or from strange glowing pill-bugs that gather in the corners of the room — responds to the changeling’s wishes. She can demand that it’s bright (obviating any perception penalties due to dim light) or that the shadows grow long and dark (incurring up to –2 to penalties in the half-dark).

*Twin’s Chest (••): The character has a chest or set of drawers whose clothing contents mirror the sets of clothes that the changeling possesses in the real world. The chest magically reproduces them, though each reproduction features a minor flaw or offset item: a label in the wrong space, differently-colored buttons, one sleeve slightly longer than the other.

*Unknown Amphora (•••): This little amphora (which may not be a Greek-style neck amphora at all but could be a glass decanter or some other booze-holding bottle) fills with some manner of Hedge beverage once per day. The amphora holds two glasses of said random beverage — it might be a bitter chartreuse or a nectarsweet mead. The effects of the Thorn liquor usually mimic those associated with alcohol, but may also mimic those of any other drug (see “Drugs,” pp. 176–177, World of Darkness Rulebook). The effects are gained upon finishing the one glass. Once the amphora is empty of its contents, it does not refill until the next evening.

Doors
Hollow Doors reflects how many entrances and exits a Hollow has, which can be equally important if a character is cut off from her normal access point in the real world or finds herself in need of a quick escape route while staying in the Hollow. Without any dots in Hollow Doors, a Hollow is assumed to have one entrance in the real world and one small entrance in the Hedge — the Hollow can be reached through either side. (A character may waive either of these “free” entrances if he only wishes the Hollow to be accessible from one side.) With each dot in Hollow Doors, the Hollow has one additional point of entry/exit, either in the real world or through the Hedge. For example, with the expenditure of multiple dots, each motley member
might have a door in his own residence that allows him access to the group’s private Hollow. Note that these doors must be tied to static access points in either realm — these places do not change.

Wards
Of course, a changeling might have the most gigantic and elaborate Hollow imaginable, but unless it is properly warded and secured against intrusion, it will most likely be lost to opportunistic scavengers in short order — or worse yet, subject to an unpleasant visitation from the Others. Thus, it is wise to invest at least a few dots in Hollow Wards, representing the precautions both mundane and magical that protect the Hollow from unwanted visitors. Each dot invested in Hollow Wards subtracts one die from all attempts by unwanted visitors to find or break into the Hollow; in addition, those inside receive a +1 die bonus per dot on their Initiative compared to those attempting to break in. Lastly, the more dots invested in Hollow Wards, the less likely the location is to be found by True Fae or creatures from the Hedge; each dot subtracts one die from any rolls made to find the Hollow.

Characters whose players spend no points at all on Hollow simply do not have access to any sort of special location in the Hedge. They might come as guests to another’s dwelling from time to time, but if they wish to have regular access to any particular location, they must purchase this Merit on their own or pool points with other changelings who already own an existing Hollow. Characters with no Hollow points simply do not enjoy the mechanical benefits of having spent dots on a better living space in the Hedge.

Each aspect of the Hollow Merit has a limit of 5. In other words, Hollow Size, Hollow Amenities, Hollow Wards and Hollow Doors may not rise above 5 (to a maximum of 20 points spent on this Merit). The combined pool of points is used to determine the cost in experience points for raising the Hollow Merit during play.

Special
The Hollow Merit may be shared among characters in a close-knit group. They might simply be a motley whose members are devoted to one another and are willing to pool what they have, or perhaps their mutual reliance on an individual or trust could bring them together to share what they have in common.

To share this Merit, two or more characters simply have to be willing to pool their dots for greater capability. A shared rating in the Hollow Merit cannot rise higher than five dots in any of the four aspects of the trait. That is, characters cannot pool more than five points to be devoted to, say, Hollow Size. If they wish to devote extra points to the Merit, they must allocate those dots to a different aspect of the Merit, such as
Wards or Doors.

Shared Hollow dots can be lost. Motley members or associates might be abused or mistreated, ending relationships. Group members might perform actions that cast themselves (and the group) in a bad light. Ravaging creatures from the Hedge might damage part of the location, or some True Fae could discover the Hollow and decide to make it their personal residence for a time. If any group member does something to diminish the Hollow, its dots decrease for all group members. That’s the weakness of sharing dots in this Merit. The chain is only as strong as its weakest link. The Storyteller dictates when character actions or events in a story compromise shared Hollow dots. Characters can also leave a shared Hollow. A rift might form between close sworn comrades, or perhaps a character falls in battle. Or one could simply be kicked out of the Hollow by the others. When a character leaves a shared- Hollow relationship, the dots he contributed are removed from the pool. If the individual still survives, he doesn’t get all his dots back for his own purposes.

He gets one less than he originally contributed. So, if a character breaks a relationship with his motley, his two Hollow dots are lost by the group, but he gets only one dot back for his own purposes. The lost dot represents the cost or bad image that comes from the breakup. If all members agree to part ways, they all lose one dot from what they originally contributed.

The Storyteller decides what reduced dots mean in the story when a character leaves a shared Hollow. Perhaps no one else picks up the character’s attention to the Hollow’s mystical defenses, causing Hollow Wards to drop. The Hollow might not be tended as fastidiously, causing a drop in the Hollow Amenities value. Maybe a portion of the Hollow falls into disuse or even collapses, causing an effective drop in Hollow Size. Whatever the case, a plausible explanation must be determined.

A character need not devote all of her Hollow dots to the shared Hollow Merit, of course. A changeling might maintain a separate Hollow of her own outside the communal one represented by the shared trait. Any leftover dots that a character has (or is unwilling to share) signify what she has to draw upon as an individual, separate from her partners. For example, three characters share a Hollow and expend a group total of five dots. One character chooses to use two other dots on a private Hollow for herself. Those remaining two dots represent a Hollow entirely separate from what she and her friends have established together.

To record a shared Hollow Merit on your character sheet, put an asterisk next to the name of the Hollow Merit and fill in the total dots that your character has access to thanks to his partnership. In order to record his original contribution, write it in parentheses along with the Merit’s name. It is not important to note which aspect of the Hollow Merit on which those points are spent, as this allows greater flexibility should a character ever decide to withdraw from the community arrangement.
Lex Magica

mtaTOC right
The Lex Magica is the principal system of Law governing all Awakened; designed to prevent Magi from using their gifts without Wisdom or restraint. It is a labyrinth of tradition and built on precepts and precedents that can be traced back to Atlantis itself. It works in tandem with a Consilium Charter that allows the Consilium to operate.
* The Lex Magica is championed by the Silver Ladder who takes point in training and vetting new Factotum.
* The Consilium of Sacramento recognizes the Gold, Silver, Bronze, and Iron laws in principal and of practice.

Researching the Lex Magica:
Because of the age and apparent venerability of the Consilium of Sacramento, the Lex Magica is incredibly dense and lengthy. What we have written is some of the most obvious precedents for the Consilium’s own body of Law. However, it is not at all extensive. To rectify that, should you be looking into the Lex Magica, follow the following set of rules for your research.
* Capping Skill: Politics
* Action: Various - Depending on the Obscurity of the Precedent being researched. The simplest things could end up being just the Library Merit available to the character. Or, in terms of the really obscure could be as high as Library Merit + 3 or more.
* Research Time: Various - Base Time of 30 Minutes per roll. Obscure items may necessitate longer research times. Ask the Head Mage ST for details.
* Appropriate Libraries: Lex Magica, Consililum Politics
* Possible Modifiers: None
* Roll Results: Every five successes gains one piece of information.

Gold Laws
These are are the shining Laws that survived to us from Atlantis. All Awakened are subject to these laws and no council may change them; unless by Harmony, or should there be no evidence of Artifact:

Recognized by Supremacy
Great Rights
The main bulk of any cabal Protocols are the Directed Protocols. In Atlantean tradition, these consist of the Great Rights, Lesser Analogues, Interdicts and Addendums. The Directed Protocols cover a series of pacts that mages agree to for the good of the cabal. The Great Rights emerged when Mysterium scholars noticed a common thread weaving through their Protocols. Some scholars argue that this thread came from Atlantis; others believe it was inspired by the Supernal World. A few rant that the Great Rights were created by the Exarchs to enforce their own warped vision.

Typically, a cabal is allowed to govern and adjudicate their Great Rights as they see fit in their territory. However, it is recommended that if this involves another Recognized Cabal that the dispute is mediated by a Herald and brought to the attention of the Council.

Right of Crossing
Let no borders stop an Awakened with a clear heart.
Provided a mage has no ill will toward a cabal, let them cross territory peacefully. This is also called the Traveler's Right. This Right allows for mages to traverse a cabal's territory peacefully. This means that the traveler does not attack, manipulate, or subvert the resources within the recorded territory. The travelling mage must not use offensive magic while crossing through, and the amount of time spent in the territory should be short; a day at the most. Any longer amount of time and the visiting mage should request Hospitality.

If a cabal has marked Safe Passages, the Crossing Mage should respect their markings and stay to the route.

Right of Emeritus
Those who have earned respect must be treated with respect.
Traditionally, this refers to the practice of respecting one's elders. In practice, it's been broadened today to mean that those who have earned respect, must be respected. Respect is measured through word and deed. And that person's area of expertise should have a direct or substantial benefit to the cabal. Maybe they have a PhD in Mechanical Engineering or maybe they have a Black Belt in three different martial arts; in both cases, they should be given respect and deference within their area of expertise.

Additionally, although not as widely practiced, is the giving of respect to those who have gained a certain position or title such as Councilor or Herald.

Right of Hospitality
Those who request hospitality must be granted it.
Quite simply put, when a mage invokes Hospitality of a Cabal, the cabal must provide for food, lodging, and security for the mage. This is so they may rest and recuperate. Travelling is much less dangerous these days, but it can still be useful when you don't know where the local threats reside to utilize this right.

Right of Nemesis
When vengeance is declared, let none stand in its way.
Nemesis covers overt violence between mages. In other words, when a conflict is approved under the Precept of War, don't get in the middle of the feud. When it is invoked, then the cabal needs to be preparing for it as it stays in effect until the conflict is resolved. Additionally, no mage should interfere with the feud unless it becomes a direct threat to them. This is not a right that should be invoked lightly or with hubris.

Right of Sanctuary
Protect your home, and let no action cause it harm.
Cabal members, and those under their care, must do nothing to compromise the safety of the sanctum. Do no harm to the sanctuary. Do no harm to its resources. If it's a tiff between two cabal members as a result of independent actions, it can be resolved under the Right to Duel Arcane. If it is an action that is the result of external influence, a breach of this right may have occurred. It's up to the cabal to decide how to deal with the individual who has impinged on the right, whether another member or not.

Recognized by Artifact
The Rights - including the Murder of a convicted Wise- due to the position of Interfector within the Visus Draconis is recognized by Artifact. The Guardian Interfector, will be masked during the entire duration carrying out their duties, their identity will remain secret. These duties will only be carried out by the will of the Council.

Recognized by Harmony
Precept of Secrecy
The existence of magic must be kept secret from those who do not practice it. Our knowledge is our greatest treasure, and it is a trust placed within each Mage by the Oracles themselves. Betraying that trust by creating the impossible before the Sleeping Innocent, or sharing our knowledge with The Others between the Cracks: is one of the greatest betrayals of trust an Awakened may perpetrate.
: Illumination: It’s no secret amongst us that we have the power of creation at our fingertips. If we can dream something, chances are that we can actually make it possible. The problem is that some of these dreams that we can create are expensive. I’m not talking about the costs involved with casting the spell, but the dangers doing it crosses. Some of those bridges go places they shouldn’t, and it’s in these moments of weakness that the mage cannot keep his proverbial pants on that he does something in front of those that shouldn’t see it. Whether they’re the sleeping and innocent, or in front of something else that shouldn’t know. Let it be known that this is a dark path that will only cause suffering for those that witness it and for the cause of that Vulgarity.

: We have a responsibility to use our Enlightenment in such a way that is responsible. It’s our greatest power and our greatest weapon. It’s what we have to keep the forces of evil at bay. It’s what we use to keep the tsunami that is the Lie from crashing down on us. It’s what we have to keep the Mad and outside evils at bay. But it’s dangerous to use even in this way. It’s a torrent of power and if we are not vigilant, it will place us all in danger. Betraying this power is betraying part of who you are. It threatens the very part of you that is special and Enlightened. Mobs of angry villagers are not just stories. These days they come with SWAT teams, or darkness in the night. So sure, their words may be sweet as ambrosia one night, but the next, they can be the agents of our destruction.

: Let’s put it this way. You want to break our trust and violate our secrecy and safety, you’re the scum of the earth. If you can’t manage to get it through your thick skull at that point, get out of our city. -- Nous

Verdicts
*Casting Vulgar Magic before Witnesses: Minor Penance
*Betraying Arcane knowledge to other Supernatural Societies (i.e. Vampires, Werewolves): Banishment

Precept of Recognition
Recognition. It is the very basis of how the Lex Magica operates. Without it, no mage may be recognized as a Member, no Crime may be recognized as such. Without it, the Lex Magica does not grow.
: Illumination: It's pretty simple. Without Recognition, there is no law; there is no Consilium. The Precept of Recognition is what names the Jurisdiction of the Consilium. It names what we recognize as crimes and who we recognize as criminals. Recognition names the precedents which help us fairly and wisely judge these crimes and these criminals, and which help us adapt our laws when the need arises.

: Those people and things which are recognized by the Consilium are those which are protected, and bound, by the Consilium's laws. Anything that is not recognized by the Consilium does not fall under its protection, or under its judgement, and this means that there is no guarantee of safety and no rights for the unrecognized. This means that a line is drawn in the sand.

: Those who are recognized are welcomed into our community and society and gifted with rights and protections. Those who are not recognized have nothing. They are outside of the law.

: This does not mean that they are untouchable. No, it means the opposite. They are vulnerable. They are at the mercy of whatever encounters them. That's why, for example, the Precept of War does not apply to Banishers, Seers, or Scelesti in Sacramento. They are unrecognized. When two recognized cabals want to throw down, though, the Precept of War can't be ignored because both cabals have already agreed to be a part of the Consilium and to recognize the wisdom and authority of its laws and its jurisdiction. That is why the Precept of Recognition is so important to our Society, and to our laws. -- Avis

Precept of Protectorate
The Consilium of Sacramento seeks to protect those sanctum and resources of those who deign to inform the Consilium. As it does protect and recognize Territory as taken by a Member Cabal. As this shows a trust instilled within the power of the Consilium, it will do all in its power to protect and to inform the Wise of the protocols observed and conducted when it comes to Right of Crossing and Hospitality. While the concept of Territory is closed to Solitaires, Sanctum and the right to hold a safe place is one afforded to all.
: Illumination: Our society as a whole is built around a very simple principle: We are stronger together than we are apart. So we come together, we pay our dues, we follow the laws. And when the chips are on the table, we ask for help. This gives you a vehicle for asking for help. That means two things. First, if you violate someone else's territory, then we're obligated to help them. So don't do that. Take the time to check if what you're going to do is going to violate someone else's trust. Secondly, if you tell us what needs protecting, then we can help you do that. So help us help you. Sometimes the Wisest thing you can do is realize that you're not alone. -- Mace

Verdicts
* Testing the limits of another mage’s sanctum: Minor Penance
* Entering the sanctum of another mage without permission: Incarceration

Precept of Hubris
The Awakened have been given a heavy burden to bear with the weight of knowledge. It is, however, that we are also Wise. Let it be that the Wise of the Consilium of Sacramento should employ ethics within their daily lives and how they employ the gifts bestowed. But, should it be that one of ours, even for a moment, falls from the path of Wisdom: let that Mage suffer the consequences.
: Illumination: It really shouldn’t be that difficult, but it is. We can sit and argue about what is ‘right’ and ‘wrong’, but at the end of the day, we already know what those mean. Doing what is ‘right’ is to act in a way that does not harm those around you. Whether Wise or Sleeping, we all know that there is a line that we must not cross.

: Let’s be clear. If you go through the proper channels outlaid by the Precept of War, then this doesn’t apply to those actions. But that’s because we’ve already washed our hands of those actions. And if we’ve already given approval within the Rights of Nemesis and the Duel Arcane, don’t come complaining to us about it either. You made that bed. Lie in it.

: Except for those two situations, going and doing harm to another human being, whether Sleeping or Awake, is downright contemptible. Don’t mess with a sleeping soul, transform them, or bend them violently to your will. It is basically like kicking a baby. It’s not a fair fight, and a cowardly thing to do. Not to mention, these are actions that also breach the Precept of Secrecy.

: So just don’t do it. It isn’t worth crossing that line. If you have to ask where it is, unless you’re an apprentice and even then, you shouldn’t. -- Nous

Casting a curse, forcing an unwilling transformation, binding another’s spirit, any attacks on others or aiding spiritual possession;
* Against a Sleeper: Major Punishment

Precept of War
When the Member Cabals of the Consilium of Sacramento feel as though they have exhausted every means of arbitration; the Consilium recognizes their Right of Nemesis under the Precept of War. The Consilium also recognizes that such war comes in many forms.
* Street Warfare: A Cabal announces its intent to attack, but is banned from violating the Sanctum of their rivals.
* Spiritual Warfare: The Cabal announces that it will use the Shadow Realm or Twilight as it’s battlefield for open magic. This is in an effort to preserve the Precept of Secrecy.
* Sanctum Warfare: The Cabal informs the consilium of its intent to strike at the Sanctum of their Rival; understanding that once these gates are open they may not be closed again and retribution will follow for them.
* Shadow Warfare: The Cabal confides that they intent to strike at another supernatural society, absolving the Consilium of knowledge and accepting that they go alone into their intended action.
* The Duel Arcane: A single champion of each cabal involved in the conflict conduct single combat till exhaustion. This is an effort to prevent any further bloodletting of Wise.
: Illumination: Awakened are held to a higher standard. With our cataclysmic powers, judicious use of these talents must be kept in check. To be frank: it is never okay to violate the Precept of Secrecy.

: Cabals should never march to war over trivial matters. To ensure order and progress, the Council has the authority to arbitrate grievances. All other options must be exhausted before such a declaration. -- Ermac

Verdicts
Let it be known that although the cabals are at war - even Spiritual Warfare- with an open declaration, they are still not released from their obligation to the Precept of Secrecy.

Silver Laws
To change Consilium Concords, also known as The Silver Laws, requires a majority vote by the ruling Council.
* Consilium Charter

Bronze Laws
Bronze Laws include all Precedents and rulings created by the Consilium of Sacramento, and recognized as such. Within, Illuminations are writ within to guide as per past judgements of exalted members of the Consilium of Sacramento. Finally, Lictoral Pronouncements and judgments done within and for the Consilium of Sacramento are also found within the scope of the Bronze Laws.
* Tetragrammaton
* Weavebreaker versus Secrecy
* Striker versus Secrecy

Iron Laws
The Word of an Awakened, is their sword and their shield. It means everything. The breaching of oaths within the Consilium shall not be taken lightly. Cabal Protocols fall beneath the Iron Laws. Be weary when one takes on an oath with a false heart.
* Vox Contractus: The simplest of terms. All parties agree that this constitutes an Iron Law. The Consilium of Sacramento will support any wronged party should this oath be broken.
* Vox Publicus: Public swearing of an oath between parties before the Awakened of the Consilium of Sacramento. Three Witnesses are required, and a neutral Herald to conduct the Rite of Requite. This is essential for Greater Oaths. Minor Oaths, however, may forgo the witness requirement and may do so before the Hierarch, or the Herald conducting their Rite of Requite.
* Vox Libertas: Oaths taken must be taken with a free and clear heart. None, may force another to take an oath under magical coercion or otherwise. When used by the Ruling Council or its Emissary to carry out a Judgement, this Protocol is waived.

He became apprenticed to a local Citizen Agent in College Park, who saw his potential with Time and Space. She taught him his rotes and explained the tangled web of Sympathy to him.
After seeing the iron grip the Seers held on the city, and the hole in spycraft and intelligence gathering left in the wake of the Epopt's betrayal Gregory, now going by Emrys, left the city to get as far away as possible.

Almost every civilization has a “time before” story. Before life was the way it was, there was a paradise, a land of ease and comfort, of beauty and pleasure. And then, usually due to some failing on the part of mankind, it all fell apart, and people were forced to hunt, mate, hurt and die. The fact that this myth is so widespread leads the Awakened to surmise that there must be some truth to it — indeed, they tie these über-myths to their own story of the Fall of Atlantis. The Celestial Ladder shattered and the Awakened City was lost forever. The Orders of the Pentacle (rather, four of them) claim to be all that remains of this “time before.”

The Roses of Eden don’t dispute this. They just think it’s pathetic.

The Roses of Eden are mages that denounce the Pentacle, and the Atlantean paradigm in general. It isn’t that they claim Atlantis never existed — certainly the temples and Artifacts, to say nothing of phenomena such as ananke, indicate that some civilization of mages predated known history. What the Roses object to is basing the current, modern-day society of the Awakened on a society about which so few concrete facts are known. After all, mages are aware that the Seers of the Throne take their orders (or at least inspiration) from ancient, ascended masters — why, then, do the Pentacle mages insist on doing the same thing? Oracles or Exarchs, it doesn’t matter. Both are inscrutable, both are unknowable, and both are not of the Fallen World. Better, surely, to create a new society, one truly born of the modern era.

The Legacy’s members are aware that their philosophies aren’t popular, and so most of them try to meet other mages’ concerns as reasonably and gently as possible. This is especially true of the Noddists, who once claimed membership in one of the orders but left after the labyrinthine politics and rampant nepotism disillusioned them. Yes, the orders have safeguarded important secrets through the centuries — rotes, magical practices, mudras, mystic items and locations — and those should all be preserved. But isn’t it time to cast off the rivalries of the past?

Some Noddists, however, are openly hostile to the orders. They might be able to work with order mages, or even to join their cabals, but they refuse to take membership. Some even refuse to claim membership in a Consilium, but most Roses admit that it just isn’t practical to try to make a life as a mage without the protection and support of other mages.

Perhaps most controversial of all, some Roses cultivate contact with sorcerers whose power doesn’t come from the Supernal Realms at all. Not all magic is Awakened in nature, and while most mages seem to feel that any magic that doesn’t directly stem from an Awakening is an inferior or even stolen version of their own power, the Roses of Eden view all magic as having a place in their ideal society. The Fallen World is a dangerous place, and having allies that don’t suffer Paradox or engender Disbelief can only benefit the Awakened, even if their powers aren’t as versatile.

The Roses of Eden haven’t made a great deal of progress toward establishing their society yet, largely because they have thousands of years of Atlantean tradition to break through. In some Consilii (notably those with a heavy Free Council presence), the Roses have succeeded in doing away with some of the tradition offices. Instead of a Hierarch, a visiting cabal might find a Committee, or even a President, elected for a short time by the mages of the city. Rumor has it that one city’s mages even collectively renounced their order membership and pledged themselves to the Roses of Eden. This city (the exact location varies depending on who is telling the tale and why) lost all of its mages over the next six weeks, and now no Consilium at all remains. The more militant Roses of Eden have their theories about what really happened, but the moderate members of the Legacy doubt the veracity of the story.

Orders
The Roses of Eden aren’t popular with any of the four orders that claim to derive from Atlantis.
* The Free Council is, officially, the only order to which the Noddists are allowed to belong.

Attainments
* Blossom's Whispers
Prerequisites: Gnosis 3, Life 2 (primary), Crafts 2 or Crafts 1 with a Specialty in Gardening, Survival 1

Make no mistake — being a Rose of Eden places a mage in danger. Some Consilii regard the Legacy as nothing less than a terrorist organization, and it’s not unknown for assassins to target the Noddists, especially the ones that seem to make some headway (ironically, the loud, hyper-critical Roses are the easiest to ignore, and seldom get selected for termination). In any event, after the third attempt by the Guardians of the Veil to silence her, Abigail developed a spell allowing her to sense minute changes in plant life around her. This enabled her to sense assassins coming before they could drive in the knife, and, surprisingly, even warned her of magical attacks. The plant kingdom, it seems, responds to shifts in the flow of Mana in ways that animals (humans included) can’t fathom.

In game terms, this Attainment is always active and mimics the effects of both “Pulse of the Living World” and “Analyze Life” (p. 181 and 180 of Mage: The Awakening, respectively). The character thus always has an active Mage Sight, and can, with a reflexive Intelligence + Science or Animal Ken roll, know the age, sex and species of a living thing. This also has the handy effect of detecting when something is not alive, which is useful for sniffing out undead creatures, something Abigail used to great effect when looking for vampiric sorcerers.

In addition, the mage is constantly tuned in to the minute shifts in the patterns of life around her. In game terms, this adds two dice to any reaction to surprise roll (see p. 46 of the World of Darkness Rulebook). If the character has the Danger Sense Merit (p. 108 of the World of Darkness Rulebook), both of these bonuses apply.

Attainments
* Blossom's Whispers

* Tree of Life
* Tree of Knowledge
Life Before Durance:

His departure now brings him to Sacramento, with a full continent between him and the Seer capital.
