A letter arrives at the Reeve's office in Elysium. The handwriting is crisp and precise and it reads:

Dear Reeve Kingsley,

My name is Raúl Domínguez and I am a recently acknowledged arrival to the city and I would to have a chat with you at your convenience. I wish to discuss the oppurtunity of working with you, possibly as a Deputy or perhaps something less formal. I can be reached at [PO Box] or at this number 212-555-1375.
