Unanimous votes would be ideal, but that would only be on the day all the Orders followed the Wisdom of the Silver Ladder. Today was not that day. Far from it, sadly. Such was the state of the Fallen World. It was good to have goals, though.
Naga continued watching the debates in silence.
Until the revelation of Anima's Michael Bay-like actions. Those lovely eyebrows raised once again. He did what now?
After a brief look towards Tyche (Was she choking? Wait, she seemed okay now), the Théarch raised a hand, "I would like to hear Magus Anima's take on this... incident."

Her eyes level on Abacus,
“Overlooking the fact that you either didn’t hear me or understand what I said, I’m not going to waste anymore of their,” a gesture to the other mages, “time on the matter.” She wasn’t playing that game.
Confusion as Pixel mentions Anima and blowing a building up with others inside. And Star seems to confirm it.
Glancing to Anima, she appears to say, seriously, with her face. They didn't go around just fucking blowing up buildings with other Awakened in them.
Nodding to Naga, “Anima should have a chance to respond to this. Give his side of what happened.” Though she believed Star. She hadn’t known him to lie, and this was serious.
Anima steeples his fingers in his seat as he gathers himself careful choosing his words. After a calming breath he stands, offering everyone a polite smile.
"I could go into a long discussion and explanation of abyssal spiders, their danger, and their abilities. I'll skip that for now and go straight to my fear and mistake of suggesting we burn the house down. Councilor Pheonyx asked Kaze if he saw gas lines to help her blow up the house. I was already retreating down the stairs when I heard her say this so I checked. When I did this I realized that the likelihood the spider would just try to off one or two of us and escape across the gauntlet, since if only a speck of it survives it will come back, and... we were discussing blowing up a house we were all still in. So, rather than blow up the house, I woke up the microwave, and destroyed it's material form so the spirit of it would continue blasting away with its Numina in the Shadow. Hopefully, damaging the webs there before I released the spell. Giving us all a distraction to escape the lair post-haste and regroup since we discovered what we're dealing with. When I shoved the tin can into the microwave and turned it on, assuring the microwaves self-destruction, I called out "Go go, I did a thing." So everyone would begin their escape immediately. No one had their face bitten off and abyssal spider eggs laid in their torso. The building and it's occupants were never in any danger of getting blown up by me." He glanced around the room, lips pressed together. "I realize that my communication was a bit poor, and Star did request we talk about what 'I did a thing' means. I held a debriefing and presentation here, on Abyssal Spiders and how to destroy one, it was only attended by Councilor Pheonyx and Kaze. I do apologize for any danger you all felt you were in due to my actions."
There's no mistaking the eyerolling skepticism. Channeling Mister Stark.
"You yelled at us to bail because you were," air finger quotes, "Just microwaving tin foil?"
Come on, man.
"Totally coincidentally right after Phoenyx asked about a gas line?
Yo. It's all fun and games until you call this Guardian a liar.
I think we were all just lucky that you're just fucking incompetent."
Whoops. Did a swear. Because gloves off.
The sound of Winter's voice in response to her words draws the Arrow's dark eyes. It was becoming more and more clear that while their similarities existed, the stark differences were finally appearing. But any response was lost in the whirl of words that followed.
Star's account matched her own. And it was the second time today she had seen him carefully, and legitimately, deflect any responsibility. He was moving things, remaining unseen. Maybe he just didn't want the hassle of politics, and frankly, who could blame him? Or maybe he didn't want things dripping on his door and was able to avoid the responsibilities. It was an envious thought, tinged with bitterness.
But it was Anima's words that were strange. "Are you saying you honestly believed I was suggesting to demolish the house with us inside it?" Star's scepticism is more blatant than the Arrow's, but her words held a doubtful tone.
The reason that thing didn't bite my face off is my reflexes, not your 'skill'.
"Everyone stop right now."
Hands fly up. Serious face is serious, because this guy is ready to portal out.
"A full discussion of what transpired can be done at a trial. The sides of the story and Anima's defense should have been called for if the Council decided to hold one. This is unnecessary conflict that distracts from the fact that we are out of time."
He looks around and takes a deep breath, as if to signal everyone else should be doing the same.
"All we need before leaving is a yes or no vote from each councilor. Do we intend to investigate this act further? I vote yes. If it is indeed determined this did harm a member of the concilium we will pursue a trial for Anima to be heard and the evidence to be brought forward."
Pixel now looks specifically to his fellow councilors.
"So yes or no?"
Well, ok. There was a lot to unpack there, but Pixel was right, they didn't have the time.
"I vote yes. For the same reasons you have laid out." simple, to the point. And she really needed a drink. A flask was going to be thing from now on.
Kaze watches and listens with evident interest, now taking generous bites of his snack and nodding as Anima explains much the same as he had with toys and drawings in the after action debriefing. The bottom line then had sorta been,' I meant to do that'.
As then, Kaze thinks it would have gone a long way at the time in the house to explain the urgency was due to concern over the monster rather than an imminent explosion, which is sure what it sounded like when Anima just said he 'did a thing' and to get out! Still, if the punishment was based on someone actually getting physically hurt rather than having been just misled into an embarrassing rush to get out...well, hopefully that will get hashed out next time.
He starts thinking about everything he's got to get done and set up for being in lock-down for a month. He hopes he gets some visitors.
