Looks like a pretty clear favorite at this point.
I'm thinking the way forward might be hand-waving the Councilor's private meeting to do away with it announcing it at the next Formal, with the understanding that no one is going to rock the boat/blame/attach IC unpleasantness* to it?
Since the Tet will be a guiedline we can fine-tune it OOCly whenever.
* This includes stuff like saying 'so and so was part of a power grab that took away our rights' six months down the road or such

Last months Consilium was honestly a bit disappointing and therefore I wanted to openly talk about it. In your opinion, what are the problems or what can be improved?
Ideally, those big, mandatory gatherings are a way to get everybody up to speed, to plot and to socialize. I see that with the 'hierarchy' in place it seems like Councilors have the prioritized right to speak and with everybody either waiting on someone or kinda forgetting about the big scene activity slows down to a crawl and there is hardly any discussion going on. I also realize that other venues' big gatherings are way less formal and therefore offer more opportunity for side-scenes and conversations.
Personally, I am also split on the issue. I think that hierarchy, formality, and tradition are themes of Mage and should be respected/considered and therefore I would not like to change the general structure of those meetings. Therefore, I'd like to stress again that attendance is mandatory - you don't have to write novels each time you're up, but finding a few minutes to enter the scene the first week every three months should be doable.
For the other points: maybe there needs to be a side-scene with all the Councilors to give 'official' voices their own posting-order? Or people need to be more trigger-happy when it comes to skipping others during Consilium?
Yes, in the end it should be about fun (and personally I don't particularly enjoy huge scenes myself), but much as knowing the rules and having knowledge of the Venue is a prerequisite, I think that participation in a quarterly meeting is not too much to ask.
Or heck, if you want to skip it at least make it a political gesture!
Anyway, I'd really like to hear your opinion on this to make everyone's experience better.

I can only tell you that in Viggo's case, it was a matter of listening and learning what was going on in the Consilium. However, I like the idea of Consilium being broken up into side threads, much in the way that there may be whispered conversations during a meeting. Something that may be overheard, but won't necessarily interrupt the important business going on at the front of the room, if that makes sense.
I'm sorry that I don't have much to add, I just wanted to throw my thoughts in on the matter.
Unfortunately, I don't have much to add either. Sidescenes we can make anyway. The problem with the huge scenes is that ... they are huge. I don't know if there's a way around it. By the time we have said "hi" to everyone, it will be easily 11-12 days. On top of delays, the slow pace perhaps reduces the interest of some of us to actively participate and make the thing interesting and thus we also post slower making the problem worse. And while the site allows us to be trigger-happy and skip people to post every 48 hours, there are instances that this is not possible or not helpful.
Hm okay. Thank you for your input. It appears to be a bit of a vicious cycle, but splitting the Councilors into a (mandatory to read) side-scene might really speed things up a bit and we can try that next time around.
Okay, so here's what I'd like to try for this month's Consilium: at the 7th when the 'doors close' I'll open a side-thread for all the Councilors and anyone who gets to talk. Until then people can small-talk however they'd like.
To jump between scenes the posting order can be disregarded a bit, but that keeps the talk flowing for those who need to talk while de-cluttering the other scene where people can just react or voice their wish to speak.
Maybe this way we can get the important points dealt with faster and more efficiently. Should anyone have strong concerns we'll have a few days to hammer those out.

How the councillor is chosen is up to the Path. If he wants to announce that in a Concillium, that's up to him, though I would wait until later in the scene.
