"Well that escalated fast. Ya think it'll be a proper cat fight? Ya wanna bet on it?" She is joking back at the drug dealer, "Oi! Non-lethal or I'll zap ya!" Is then shouted at the two about to indulge their Wrath. Summer's were so non-judgemental about this kind of thing.

Penance is taken aback by just how quickly Lucifer turns from cunning negotiator to fullmetal bitch. Was this all the result of that fruit? That thing wasn't even supposed to have any narcotic properties! And the vitriol coming from her, this woman was aiming to wound. She hadn't even known Wolfgang was leaving, so this was a hell of way to find out that tidbit.
Her initial reaction was one of rage. Was this how you were supposed to treat your fellow Courtiers? Degrading them for merely offering assistance? Drug-induced or not, and she really wasn't certain how much of this was actually because of the Goblin Fruit, you don't let that just slide. She was a firm believer of 'talk shit, get hit'. If you were bold enough to verbally assault someone, then you obviously felt you could handle them kicking your teeth in.
...But Circe did just request someone take over negotiations. The most honey-tongued of them just went berserk and the person she figured would play back up was the target who was clearly going to fight back. This deal would probably turn sour if all of them devolved to beating each other up. Circe wasn't her Queen, but she was A Queen and one she still felt loyal too. She should probably do as she said.

As fun as decking Luci in the mouth sounded, it really wouldn't help the situation and she had her orders.
"I apologize for my friend here. I guess she was a lot more stressed than she looked. Your product seems quite potent. Does it take long to make? And how long would we need to wait before we could expect some after ordering some?"

This was the reason you let someone else take the mysterious drugs! Why did she think that, as the prime speaker, hindering her own mental faculties was a good idea?

Initiative: Circe 10; Nana 10; Dealer 7; Penance 6; Lucifer 6
I had to edit out Circe and Penance's dialogue due to the nature of entering combat. As per a common house ruling (which will be updated in Changeling House Rules), conversing during combat is limited to 3 syllables. More than that (up to 7) constitutes an action, given the amount of time it takes to speak vs. the amount of time to a turn. In addition, Penance's action has not arisen in this impromptu combat yet, so her actions also have to get the axe. Also unsure if Circe's dialogue is what she wants to do with her first round in combat, so there's another reason for the edit.
With that, Circe is up!
Circe smirked as she drew the ranged stun gun, "No lethal or I'll zap ya!" Circe makes no additional move to interfere. The Summer has no incentive to stop a good fight.
Though her strengthened mask hid her mystical features, her weathered face still contorted into a vicious glare. One eye shot open wide as the other narrowed in an angry twitch, attempting to bring Autumn’s reaping to bear against the mad Fairest.
