Primacy

    Torbin muscled his way across the site, his face a strange mix of elation and controlled fury.

    Normally the big, broad shouldered guy stayed in the background. He'd let the engineers and the heads of the work gangs work out their differences in peace. It left him alone to deal with the little jobs that kept the place ticking over. Given the choice he'd much rather be working with his hands but managing a construction site - especially one of this size - didn't leave him in a position for doing that.

    The place crawled with workers. A big truck rolled by. Overhead a crane swung lazily around as it moved new girders into position. Over the whine and grind of machines, snatches of Spanish, Hindi, and other foreign words; he didn't necessarily like that. All was abuzz with activity - the owner wanted the building constructed quickly and had been quite willing to put on the extra manpower needed to do it. Torbin had been lost in the paperwork, wrestling with the numbers while the new hotel started to grow up around them.

    At least the snarl of men and material at one of the gates gave him an excuse to get out among the thick of it. Mack had called it in - some officials trying to get access to the site. They weren't going anywhere and appeared to be delaying a dump truck leaving, all milling by the entrance.

    "What is it? This is a work site, you know." Torbin made his best growl as he closed in on Mack. Mack was an old hand, rangy, salt-and-pepper hair peeking from under his hard hat. He was looking grim.

    "Yeah, boss. They got papers." Mack turned from the two men before him: one fat, one thin - an aged reject of the 1970s with his greying moustache and a little terror with fervour in his eyes.

    "Yeah? What do you want? Get out of the fucking road, idiots. That truck has to leave..."

    "Jeff Torbin? Hank Maypiece and Joe Stiles. We represent the construction workers union. You got time to talk? Actually, we're here to check out your worksite. Make sure it is compliant. We'd like to talk with your staff." The moustachioed escapee from a previous decade, spoke.

    "What? The hell!" Torbin blew: frustration, fear and a sliver of excitement shooting through him.

    The little guy - Stiles - deposited some paperwork roughly on Torbin's barrel chest. Paperwork! "We'd like to sit down when we are done with the union rep for this site."

    "Union rep? What Union rep?" He felt the world lurch under his feet. The new guys? Or was it one of the old guys not liking the look of some of the new guys? Or the newer guys - the ones who didn't have green cards? Jeff Torbin, site manager, gulped. Dumbly holding the paperwork to his chest with a limp hand, he stood by while the Union men walked onto his site.

    Torbin might have said something else, had he not caught sight of the giant hauling cable across the sight. By rights a machine should have been laying it, what with the weight and all. Yet this guy carried the cable like it was nothing. It was epic. And mythical, like a vision lost in the dust and the dirt and the haze of the building site.

    "Are you coming, Mr. Boss-man?"
