Torbin muscled his way across the site, his face a strange mix of elation and controlled fury.

Normally the big, broad shouldered guy stayed in the background. He'd let the engineers and the heads of the work gangs work out their differences in peace. It left him alone to deal with the little jobs that kept the place ticking over. Given the choice he'd much rather be working with his hands but managing a construction site - especially one of this size - didn't leave him in a position for doing that.

The place crawled with workers. A big truck rolled by. Overhead a crane swung lazily around as it moved new girders into position. Over the whine and grind of machines, snatches of Spanish, Hindi, and other foreign words; he didn't necessarily like that. All was abuzz with activity - the owner wanted the building constructed quickly and had been quite willing to put on the extra manpower needed to do it. Torbin had been lost in the paperwork, wrestling with the numbers while the new hotel started to grow up around them.

At least the snarl of men and material at one of the gates gave him an excuse to get out among the thick of it. Mack had called it in - some officials trying to get access to the site. They weren't going anywhere and appeared to be delaying a dump truck leaving, all milling by the entrance.

"What is it? This is a work site, you know." Torbin made his best growl as he closed in on Mack. Mack was an old hand, rangy, salt-and-pepper hair peeking from under his hard hat. He was looking grim.

"Yeah, boss. They got papers." Mack turned from the two men before him: one fat, one thin - an aged reject of the 1970s with his greying moustache and a little terror with fervour in his eyes.

"Yeah? What do you want? Get out of the fucking road, idiots. That truck has to leave..."

"Jeff Torbin? Hank Maypiece and Joe Stiles. We represent the construction workers union. You got time to talk? Actually, we're here to check out your worksite. Make sure it is compliant. We'd like to talk with your staff." The moustachioed escapee from a previous decade, spoke.

"What? The hell!" Torbin blew: frustration, fear and a sliver of excitement shooting through him.

The little guy - Stiles - deposited some paperwork roughly on Torbin's barrel chest. Paperwork! "We'd like to sit down when we are done with the union rep for this site."

"Union rep? What Union rep?" He felt the world lurch under his feet. The new guys? Or was it one of the old guys not liking the look of some of the new guys? Or the newer guys - the ones who didn't have green cards? Jeff Torbin, site manager, gulped. Dumbly holding the paperwork to his chest with a limp hand, he stood by while the Union men walked onto his site.

Torbin might have said something else, had he not caught sight of the giant hauling cable across the sight. By rights a machine should have been laying it, what with the weight and all. Yet this guy carried the cable like it was nothing. It was epic. And mythical, like a vision lost in the dust and the dirt and the haze of the building site.

    "Are you coming, Mr. Boss-man?"

Green kicks off some PRIMACY action.

Green will attempt to Coerce the Four Seasons Hotel site. He has activated his Allies: Unions as an Asset specialised in Intimidation and will be working through them.

Having discussed this earlier Green will be using his Strength as primary attribute. In his stead, his Allies are going to muscle their way onto the site as part of their jobs - and look in all the nooks and crannies for anything that can disrupt the project.

As I understand, Fairweather gets to contest this by himself or with Assets of his own.

The thing was, Torbin wasn't really the Boss-Man. He was just another cog in the machine, just another servant sweating for the promise of a paycheck. And so, once the mountain of union paperwork started to jam up that machine, started to interfere with all the servants under Torbin, the true Boss-Man became concerned. Thus, he sent a representative to get this minor clog sorted out. A representative, as it happened, with a very fat corporate check book...

    The negotiations began immediately.

And so the contest of wills begins! Per the rules, the target number to win is res+asset rating. That means that the number Green is rolling for is 9 successes. Fairweather is rolling for 6 (feel free to check my math!) However, Green is winning so far!

Green had a Little Red Book.

It wasn't that Little Red Book; it was his Little Red Book.

It was bound in serviceable red leather and filled with simple, lined pages. Green kept his Union contacts in it: names he'd heard of; names that he had been told were important; and other names which, while not important of themselves, had somehow been added in the giant's crabbed script because he thought they could be useful.

Green was canvassing for support. In person.

"Hey, Joseph right? Yeah. Joseph Pike. Here, let me get you a beer. Sit down, man. Look, we need some help with the Maxmart thing. Yeah. You heard. I know right! No. This isn't about the retail side of it. There's this construction work going on with it, see. I reckon they're being sloppy with their HR stuff. Yeah - I mean, its going up at a terrific rate and, like, where are the workers coming from?"

He placed a jug of pale before the entrapped lawyer and set his own on the table as well: all the better for squeezing his titanic form opposite.

"Way I heard it Stiles and Hank Maypiece are on it. They're all over it, man. But I heard that the company involved has some hard men of its own and they're already down here. So... They need your help, man. They're good men but they need someone wise to the... whats the word. Uh I am a big dumb rock... Uh... duplicitous! Yeah! Thats a word? The company is duplicitous. Can you just give Stiles and Maypiece your support, you know, admin and legal support, once they get into the shit. I'm pretty sure they got illegals working double time to get that swanky hotel up before the ink's dried on the deeds, you know."

    He leaned in.

"We want to make America great again, right? For all the right reasons... So lets all support our guys on the front line, yeah?"

The best way to win a conflict was to erode your opponent's will to fight. What better way to do that with a Union than by offering all of the workers that they were trying to protect very generous amounts of money? Obviously there were still laws that had to be navigated, and contract stipulations to amend and clarify, but money always greased wheels.

The negotiations continued, but slowly, inevitably, some of the Union voices started to fall quiet when they realized just how much MaxMart was willing to pay.

Joe Stiles knew people. Specifically, he knew Jose and Manuel: hard workers with connections to the movement and most importantly, respect in their own communities. Manuel's family had been Californios long before they Americans; Jose spent a lot of his time doing charity work and supporting his community beyond work - an affectionate uncle of an entire generation.

Stiles' plan was simple: he'd leverage his relationship with Jose and Manuel to gain credibility with elements of MaxMart's new workforce. He had the Union connections and the two hispanic gentlemen could breach the language and cultural barriers. And he could roll the whole thing into a drive to expand the Union base.

But for people working multiple jobs and desperately saving for their children's future, money - not connections or politics - talked.

Green could not fault them, watching as an impassive stone sentinel in the background. Once, as a mortal man, he'd thought much the same way.

The third day of negotiations began, and the Union wasn't going to back down easily. Far from it. The web of influence, strengthened by work in shared communities, shared histories, and shared hopes and dreams. There was no way that they were going to let themselves, and their friends be taken advantage of.

The thing was, Fairweather wasn't interested in taking advantage of them. Well, not specifically. As a being consumed by greed, it was a matter of principle to expend the absolute minimum amount of resources to acquire what he wanted. He wasn't alone in this. Every capitalist entity did the same. However, in this case, Fairweather's desire to acquire the legacy of the Four Seasons was so great that he was willing to pay far, far more than he ever would have, otherwise.

And so, after a few phone calls, the financial representative was able to renegotiate with the Union, offering higher pay across the board, and large, large bonuses for everyone once the work had been completed. MaxMart would be paying tens of millions of dollars more, and once everyone at the table understood that, the details became...easier to iron out.

Once more, the Dragon's true power won him what he desired.

Fairweather 9/6, Green 6/9. Temporarily, Green's Union allies have been seduced away from his influence, at least when it comes to Fairweather and MaxMart.

"They... They gonna work you to the bone for chips, man! Barely any health cover. I didn't even see dental!"

Green's chunky finger stabbed the table.

"And what about insurance? You seen how shoddy... Hey. Hey, mack! Whats so funny?"

Green leaned forward and over Hank Maypiece.

Maypiece chuckled then burst out laughing.

"Be cool, bro. Your strategy worked. MaxMart caved. Look, see here... This is the deal..."

He placed a transcript on the table before the stony faced giant.

"Let it go, brother. We got a big win. For everyone. All thanks to you."

Green could only stop and stare. Health. Dental. Other attractive incentives - including one's for working longer... OH&S coverage. A more family friendly roster. Maypiece beamed at the giant's total confusion.

Green didn't know how to respond.
