Environmental Hazards (Private)

It was difficult to get an indication of the full size of Folsom Lake from far away, but as the expansive landmark comes nearer to anyone approaching, its sheer size becomes more obvious. The sun is high in the sky, and even from a distance the water glistens and sparkles like diamonds. On one of the paths that winds around the edge of the lake, there are children cycling, families wandering up and down and drivers pausing to take pretty little photographs.

But closer to one of the huts that rents out water skis and the like during the summer months, there is a cordon. It's actually a rather large cordon, and a couple of security guards pace up and down its length to ensure no unsuspecting passer-by finds themselves in an out of bounds area.

From the cordon, it isn't possible to see the water beyond: a tall, temporary fence had been erected to stop prying eyes. And a zoom lense.

It seems to be working as well. As if by some weird, unspoken mutual agreement, no one but authorised personnel are venturing close to the sealed off area of the lake.

Lynx pulls up in his 1983 Toyota Cressida, an environment hazard in itself, into one of the parking areas that border the path that ring the lake. He had brought with him a small pad and a pen that he had stuffed in his jacket pocket. But it was hot enough outside where a jacket was out of the question. He had pulled it off as he drove to the site and now that he'd stopped he dug them out to stuff into his pant pockets. He really wished the air conditioner had worked since all that the opened windows provided him was a gush of hot air.

He had brought other items too to help him, one being a camera of his he had used during his time as a private eye. No better way to get evidence than film negatives, though with digital imaging these days it was becoming an obsolete method. One couldn't even trust one's eyes anymore. The others were sampling equipment, tubes, baggies, latex gloves, and labels for identifying them. The lab had provided most of it but it was up to him to fill them with relevant substances, namely lake water.

He stepped out of the car taking his camera in hand and placing its strap around his neck and shoulder. He placed two glass tubes in his back pocket, reminding himself not to sit down before taking them out. In the other side pocket he had his phone, gloves, and baggies. He looked around casually after that, taking in his surroundings and then twirled his keys once before pocketing them too and shutting the car door, locking it.

So this was Folsom Lake. It really was huge, expanding over the horizon, blocked out by trees. The cordon barricade didn't allow much view of the immediate portion of lake. So it was being hushed up, and pretty obviously too. He reached for his cigarette pack to light up and realized he'd left that too in his jacket pocket...

A few moments later after he'd finished his cigarette he stamped it out on the ground and headed over to the front of the cordon where the security guards were posted. He smiled pleasantly, hoping to take on the role of a cheerful visitor. "Beautiful day, sir. Say, what's all these walls for? They doing construction on something?" he said, feigning ignorance.

The security guard stopped in his walk, and turned around to stride up to Jaeger. He looked very much like a man who did not take shit from anyone, and was a little pissed at being put on such a boring, inactive detail as guarding a damned lake.

    He wasn't a damn rookie.

"Doing work on the lake. No access is allowed to this area." He jerked a thumb abruptly in an 'over yonder' type of fashion. "Tourist area's over there."

Jaeger let his smile fade away. A hardass with a don't-take-shit attitude. Reminded him of someone. Whatever the case they were real serious about this secrecy business. He wondered vaguely if flashing his badge would have any effect at all on the man. But he wanted to be discreet, no sense sending up a flare just to get in an argument about jurisdiction.

Lynx nodded his understanding. "Yeah, I can see that. I was just curious about what sort of work was being done. Big wall like this really caught my attention," though it seemed like he was the only one who was taking a notice at the moment. "Don't suppose you could give me a hint, just to ease an inquiring mind?" He figured he might be fed some bullshit but maybe he could ease the guard into dropping some clues.

Jaeger could see by the guard's expression he was probably about to get himself in a lot of trouble. Before the man could reply though Jaeger held up his hand, "Sorry, sorry, I was just testing you. I'm Agent Jaeger with DHS: Geo. I wanted to get a sense on how tight your security is. Seems like it's under control." He reached for his badge and opened it up to the guard so it could be seen clearly. He doubted if he'd make any friends here jerking people around.

Considering Jaegar's fast-talking had not worked one iota, the guard on duty was decidedly unimpressed by the young Agent's next admission. His expression remained utterly unchanged: still, annoyed and sick of standing out in the damned oppressive heat.

"What the Hell was that again?" he questioned, as if believing he had maybe misheard Jaeger. He knew damned well how to do his job.

"I said I was testing you," repeated Jaeger calmly, leaving his badge hanging between them. "I'm from DHS: Geo. You want me to call my superior to get clearance?" he said, really not wanting to have to bother the SAC about this mix-up. If he couldn't convince the guard of his authority in this then he'd have a fine time getting their cooperation through the rest of the investigation.

The guard looked as if he was going to argue, to disbelieve what Jaeger had just told him. But at the last minute, as indecision furrowed his brow, the older man folded. He could not take the chance that this was a test, and this young asshole was following his own orders.

He did not look happy about letting Agent Jaeger in - but he did, unhooking the cordon to let the man pass.

"Won't be necessary," the guard answered the question finally.

"Thank you," Jaeger said evenly, masking his relief. At least he didn't trip at the starting line, that's what finish lines were for. There were sure to be more obstacles from here on out. He stepped forward past the barrier to enter the walled enclosure. The agent looked around, first to confirm what the report had indicated, expecting to see the sludge covered water from the photos.

The security guard was obviously not allowed to leave his post to escort Jaeger around, but he does radio in for an addition body to play the part of tour guide. It was a relief to him; the young man irked him, and he had a job to do that wasn't playing babysitter.

As Jaeger stood just past the barrier, he can smell as odd scent before he actually sees any sludge. There are a few bushes, trees and rocks ahead of him, providing a partially obstructed view of the lake.
